Full Job Description
Must have experience in maintaining a high operational tempo of multiple squadrons of aircraft across 2 different Naval Air Stations. Extensive familiarity in different maintenance levels. Strong, effective communication skills working with Collective Bargaining Agreements with unions. Reports to the VP of CNATRA Programs. Must be customer oriented.
• Direct, coordinate and monitor activities of the program through the managers/supervisors for total support of operations including administrative procedures/objectives, exercise control of subcontractors, and personnel assigned to the contract.

  • Establish/approve program operating procedures, policies, instructions and other applicable directives with appropriate reports and procedures to ensure data flow and proper direction to managers.


  • Ensure that all assigned personnel meet the minimum qualifications, have the necessary clearances and certifications, are in good health, and have the necessary tools and training required to perform their jobs.


  • Serve as the program contact point and coordinator between Government counterparts and the Company in matters of contractual and technical matters.


  • Ensure standardization of maintenance management functions and procedures, under terms of the contract, at all sites.


  • Be responsible for preparation, accuracy and adequacy of all technical reports, data and documentation submitted to the company and Government under this contract, and review all incoming and outgoing official contract correspondence.
  • Review and analyze expenditure, financial and operations reports to determine that contractual requirements with the customer are properly fulfilled and that all applicable standards are met.
  • Evaluate existing systems/methods for potential improvements in capability and cost effectiveness, and coordinate implementation plans with the government.
  • Enforce administrative policies, procedures, safety rules and government regulations to include labor laws, OSHA standards and environmental EPA standards.
  • Ensure dissemination of and adherence to established procedures.
  • Perform other duties/special tasks as assigned by the Vice President of CNATRA Programs.
  • Must possess extensive working knowledge of complex maintenance and operational requirements.
  • Must possess management skills necessary to astutely and uniformly exercise authority with the commensurate responsibility for directing assigned personnel and operations in accordance with established policies and procedures, program wide.
  • Requires knowledge and commitment to established QC practices/procedures.
  • Requires the ability to relate harmoniously with all individuals contacted, both within and outside of the company.
  • Must be able to communicate complex matters clearly and concisely, both verbally and in writing.
  • Must be available for travel as required.
  • Attend negotiations between IAM and Company

Working Environment

The diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject individuals to severe changes of temperature, wind, rain, etc. May be required to work in areas where high noise hazards prevail. May be exposed to fumes or airborne particles. May be exposed to electrical shock hazards.

Physical Activities

This classification activity is usually accomplished in an office environment and as such requires the scope of physical movements and postures normally associated with office activities. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, peripheral vision, depth perception and the ability to adjust and focus.

Qualifications

Education / Certifications:
• Have 15+ years combined aircraft maintenance leadership/managerial experience (USN/USMC experience preferred), Group or Squadron Commander, or Aviation Maintenance Manager and have in-depth skills in analytical and evaluative techniques to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations.
• Possess an in-depth comprehension of large-scale aircraft maintenance organizations and the functions and operations of other Wing/base activities.
• Possess an in-depth understanding of personnel management policies, practices, and procedures. This shall include the ability to adjust work operations to meet emergencies, the ability to change program or production requirements within available resources with minimum sacrifice of quantity or quality of work, and the ability to establish program objectives or performance goals and assess progress toward their achievement.
• Experience of analyzing comprehensive maintenance evaluation results and making significant operational course corrections based on that data to ensure high quality maintenance consistently provided steadfast leadership.
• Knowledge to evaluate and use a continuous process improvement program to guarantee effective operations.
• Experience in performing contractual, financial and administrative work, to include project controls, strategic management procedures and engagement in senior level communications.
• Professional verbal and written communication skills for interaction with executive decision makers, composing job descriptions, proposals, presentations and customer interactions.
• Demonstrated ability to work in a customer-facing role and as a collaborative member of a diverse team.
• BA/BS degree preferred.
• Ability to maintain confidentiality of sensitive information.
• Either possess a Secret (or higher) Clearance or the ability to attain and maintain said clearance

• Valid States Driver's License

Experience:
• Experience in aircraft maintenance encompassing task qualification and certification requirements, implementation of quality control procedures, and coordination of logistics planning to ensure safe, compliant, and efficient maintenance operations.

Supervisory / Budgetary Responsibilities

Supports budget development, cost tracking, and variance analysis, serving as a key contributor to financial planning and forecasting while influencing profit and loss outcomes without holding direct P&L accountability.
