Description

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Program Manager to support the Defense Health Agency (DHA) Education & Training (J-7) Directorate. This position is primarily site based with the ability to support meetings at DHA Headquarters in Falls Church, VA and Fort Sam Houston, TX, as needed.

*This position is contingent on the award of a federal contract

Key Responsibilities:
  • Serve as the primary point of contact and contract lead for all Education & Training (E&T) mission support activities.
  • Provide overall program management, contract administration, staffing oversight, and performance management.
  • Establish and maintain program management processes, integrated master schedules, dashboards, risk registers, and project tracking tools.
  • Lead strategic planning, program coordination, and stakeholder engagement activities supporting DHA Education & Training initiatives.
  • Develop and maintain Program Management Plans (PMP), Quality Control Plans (QCP), Monthly Status Reports, Transition Plans, and other contract deliverables.
  • Coordinate activities across Operations, LEADS, Medical Modernization and Simulation Division (MMSD), Virtual Medical Library (VML), and Military Treatment Facility (MTF) support efforts.
  • Implement project risk management processes, including risk identification, mitigation planning, tracking, and reporting.
  • Manage project schedules, deliverables, milestones, action items, and executive-level reporting.
  • Facilitate meetings, working groups, strategic planning sessions, and leadership briefings.
  • Support digital transformation initiatives by identifying process improvements, automation opportunities, workflow enhancements, and data-driven decision-making solutions.
  • Ensure compliance with DHA, DoD, and contract-specific policies, procedures, and cybersecurity requirements.
  • Supervise technical staff and coordinate subcontractor support, ensuring quality and timely performance.


Requirements

Minimum Qualifications:
  • Bachelor's Degree from an accredited institution.
  • Project Management Professional (PMP) certification.
  • Minimum of ten (10) years of program or project management experience.
  • Demonstrated experience managing multi-disciplinary teams and complex federal programs.
  • Experience developing and managing program schedules, dashboards, metrics, and performance reporting.
  • Strong written and verbal communication skills with experience briefing senior leadership.
  • Ability to obtain and maintain applicable government security and access requirements.
  • U.S. Citizenship required.
Preferred Qualifications:
  • Experience supporting the Defense Health Agency (DHA), Military Health System (MHS), or Department of Defense (DoD).
  • Experience supporting education, training, workforce development, healthcare, or digital transformation programs.
  • Experience with SharePoint, Power BI, Microsoft Power Platform, workflow automation, and knowledge management systems.
  • Experience with strategic planning, process improvement, and organizational change management.
  • Master's Degree in Business Administration, Healthcare Administration, Public Administration, Information Technology, or related field.
