Position Purpose

Responsible for performing program management process for the Nuclear Projects team to include managing the department corrective action program, performance improvement and measurement processes, and managing the departments training program. This includes managing and communicating trend reviews, metrics, benchmarking, self-assessments, to include both internal and external training requirements. Manages Projects' communication activities to multiple levels to include executives, stakeholder engagement meetings, and presentations. Responsible for departmental budget formulation, analysis, business plan development, financial execution monitoring, and document and procedure management. Manages vendor, staff augmentation and managed task contracts - to include relationship management, initiation, monitoring, extensions, and closures for the Projects department.

Job Dimensions

Supervisory Responsibility - No direct reports, but the individual manages the administration of the overall staff augmentation for the Projects department.

Budget Responsibility - No direct P&L responsibility but manages the internal Projects Department Budget to the forecast of $6M.

Principal Accountabilities

Manages NPG department Self-Assessment and Benchmarking programs; ensuring self assessments, departmental assessments, performance measurement / monitoring, and benchmarks are scheduled, staffed, and completed as scheduled, and is procedurally required.

Responsible for stakeholder management and governance between Enterprise and Nuclear requirements. Responsible for benchmarking, networking, and engagement activities with INPO and industry partners. Drives the consistency and continuous improvement in documentation of Projects' governance and procedures, including stakeholder engagement activities between these parties.

Manages mandatory training requirements and adherence to PMI, EPMO and Nuclear Project Teams for NPG Projects departments. Identifies issues, ensures employees are in compliance with requirements and can be scheduled onto project activities through tracking, scheduling, and performance monitoring tools for project management methodology.

Manages NPG departmental business plans and master budget planning requirements, balancing Enterprise and Business Unit budgets across NPG Projects and the nuclear portfolio.

Manages Projects department staff augmentation strategy that includes contract initiation, management, monitoring, extensions, and closures for vendor, staff augmentation, and managed task contractor services.

Manages NPG Corrective Action Program (CAP) as Performance Improvement Coordinator (PIC), ensuring Projects Condition Reports (CRs), corrective actions, effectiveness reviews, and enhancements are developed and completed in a timely and quality manner and meet procedure and management expectations; serves as the departmental member of the Plant Screening Committee (PSC).

Minimum Requirements

Education - Degree in technical discipline or equivalent training and experience.

Experience - Ten or more years of relevant, applicable experience in nuclear or other industry. Causal analysis training is desirable (causal analysis training shall be completed within two years of filling the position if not already trained). Experience in document and procedure development, management, and controls is desirable as well as business plan development, budget formulation, and analysis. Experience with training and contract management systems is desirable.

Certification/License, etc. - Relevant CAP, document & procedure management, and/or business planning training is desirable.

Knowledge/Skills/Abilities - Must have good written and verbal communication skills and be familiar with TVA and NPG guidance & process documents, industry standards, and regulatory requirements. Must be able to work with peer teams and senior management. Candidate may be required to obtain and maintain unescorted security clearance based on position / access requirements and essential job functions.
