In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience 1) Directing operations and maintenance activities of an industrial manufacturing facility, energy production facility, or a multipurpose water management project which could include flood control and/or navigation; 2) Providing oversight of the development/execution of an annual operating budget and environmental compliance programs; and 3) Planning and directing work operations of engineers, natural resource specialists, operation and maintenance personnel, and other subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. You will be evaluated on the basis of minimum qualifications/specialized experience as defined above.

- Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
