GHD has an opportunity for a Mining Program Manager to join our Environmental Assessment and Remediation Group. We are seeking self-motivated professionals with excellent technical skills, local regulatory knowledge, and values to build credible relationships with clients and the community. You'll need to be flexible in your approach to challenges and have a strong ability to think laterally in delivering technical solutions.

As a Program Manager, you will be accountable for leading a value-stream 'program of work' within a portfolio delivery model. This role translates portfolio objectives into actionable delivery across multiple projects, provides program-level governance, and drives predictable execution through disciplined PMO practices (decision rights, performance management, change control, and risk mitigation) supported by consistent tools, processes, systems, and a common data environment.

This position leads the Mining value stream, including mine waste management, mine closure and decommissioning, mining hydrology & hydrogeology, and construction/yellow iron capabilities where required. The role ensures compliant delivery aligned with state mining laws and applicable consent orders/cleanup criteria.

Working with an energetic and high performing team, this position offers a variety of work and will see you involved in:
  • Lead an integrated program plan for mining-related environmental work, including closure, waste management, and supporting technical disciplines.
  • Ensure compliance with relevant mining laws, environmental regulatory authorities, and any consent order requirements; drive readiness to meet cleanup criteria.
  • Coordinate technical SMEs and delivery partners; align field execution, reporting, and data management under standardized PMO controls.
  • Maintain program visibility through governance cadence, dashboards, evidence packs, and verifiable deliverable acceptance.
  • Manage stakeholder engagement and issue escalations with clear decision rights and documented outcomes.

Key responsibilities
  • Maintain regulatory compliance in active production settings while enabling operations through timely environmental support.
  • Lead programmatic delivery across geographically dispersed sites; bundle work to improve field resourcing, scheduling, and regulatory reporting efficiency.
  • Coordinate regulatory SMEs by basin/state and support early regulator engagement, advocacy, and consistent reporting expectations.
  • Oversee program tools and controls such as compliance tracking by basin/regulatory authority, digital field data collection, and data visualization for program visibility.
  • Implement early deviation detection and mitigation (cost, scope, compliance) and promote standardized billing, invoicing, and PO processes.

What you will bring to the team:
  • Demonstrated experience leading multi-project programs or value streams within a PMO-style governance model.
  • Proven ability to establish decision rights, governance cadence, change control, and risk management practices.
  • Experience working with regulated environmental, operational, or industrial programs with strong compliance expectations.
  • Strength in performance management, financial oversight (forecast/variance), and partner/vendor/subcontractor governance.
  • Strong communication skills and ability to lead integrated teams across multiple disciplines and geographies.
  • Experience with digital field data collection, automated reporting workflows, and analytics dashboards used for compliance/performance monitoring.
  • Background in Upstream field support programs (basin/state regulatory environments) and/or mining closure and waste management programs.
  • Familiarity with structured delivery frameworks that embed assurance (verification, documentation, audit trails) into workflows.

Qualifications:
  • 10+ years of experience in the environmental market with a strong record of developing and implementing projects within the industry
  • Bachelor degree in a science-or engineering related field
  • Professional Registration (Engineer or Geologist) is a plus

Salary range: $178,200-$222,750 based on experience and location
