Program Manager, MAXimize Program

Colorado Springs Utilities is seeking a strategic and results-oriented Program Manager to lead the MAXimize Program, our enterprise initiative focused on modernizing and optimizing Enterprise Asset Management (EAM) capabilities through the implementation and ongoing evolution of the IBM Maximo Application Suite (MAS).

This position will provide leadership for one of the organization's most significant business transformation efforts, spanning asset management, work management, inventory, procurement, planning and scheduling, mobility, integrations, and operational excellence. The Program Manager will oversee the successful execution of the MAXimize roadmap while establishing the long-term operating model needed to sustain Enterprise Asset Management capabilities across the organization.

The successful candidate will serve as the bridge between business strategy and technology execution, leading functional teams while ensuring alignment with Colorado Springs Utilities' operational, financial, and customer service objectives.

The MAXimize Program will define the future of Enterprise Asset Management at Colorado Springs Utilities. This leadership position provides a unique opportunity to shape business processes, technology platforms, operational excellence practices, and organizational capabilities that will support the utility for years to come.

Key Responsibilities

Program Leadership
  • Provide strategic leadership for the MAXimize Program and associated Enterprise Asset Management initiatives.
  • Develop and maintain program roadmaps, priorities, milestones, budgets, and resource plans.
  • Establish and execute long-term strategies that support operational excellence and asset lifecycle management.
  • Direct multiple concurrent projects and workstreams while balancing business priorities and organizational capacity.


Governance & Organizational Alignment
  • Establish and maintain program governance, decision-making frameworks, and performance reporting.
  • Align program objectives with organizational strategy, operational goals, and technology standards.
  • Facilitate executive-level discussions and provide recommendations on priorities, risks, and opportunities.
  • Ensure accountability for program outcomes, benefits realization, and continuous improvement.

Enterprise Asset Management Strategy
  • Lead the development of CSU's future-state Enterprise Asset Management operating model.
  • Drive standardization of work management, asset management, inventory, and maintenance practices across service lines.
  • Partner with business leaders to optimize processes and maximize value from the Maximo Application Suite.
  • Establish key performance indicators and reporting mechanisms to measure program success.

Stakeholder Engagement
  • Build strong partnerships across Operations, Information Technology, Finance, Supply Chain, Engineering, and other business units.
  • Serve as the primary executive liaison for the MAXimize Program.
  • Communicate program status, risks, achievements, and strategic recommendations to leadership and stakeholders.
  • Foster collaboration and alignment among diverse teams with competing priorities.

Team Leadership
  • Lead and develop a team of functional and program resources.
  • Promote a culture of accountability, innovation, learning, and continuous improvement.
  • Provide coaching, mentorship, and leadership development opportunities for team members.
  • Support workforce planning and organizational readiness for future-state EAM operations.

Change Management & Adoption
  • Lead organizational change management efforts supporting MAXimize initiatives.
  • Drive user adoption, process transformation, training strategies, and business readiness activities.
  • Ensure successful transition of new technologies and business processes into sustainable operations.


Who you are...
  • Demonstrated years of progressively responsible experience leading large-scale teams, programs, projects, or operational initiatives.
  • Demonstrated leadership experience managing other leaders, teams, and cross-functional organizations.
  • Experience overseeing complex enterprise technology or business transformation initiatives.
  • Experience managing budgets, contracts, vendors, and strategic business relationships.
  • Valid driver's license.


Preferred Qualifications
  • Bachelor's degree in business, Information Technology, Engineering, Project Management, Operations Management, or a related field.
  • Experience with Enterprise Asset Management (EAM) systems such as IBM Maximo Application Suite.
  • Knowledge of utility operations, work management, maintenance, inventory, asset lifecycle management, or capital programs.
  • Project Management Professional (PMP) certification.
  • Experience implementing large enterprise applications with significant organizational change impacts.
  • Experience establishing governance frameworks and leading executive steering committees.
  • Master's degree in a related discipline.
