Program Manager (PM) - Springfield, VA
Role and Responsibilities The Program Manager (PM) shall design, develop, test, and implement the DASC tool in support of OBIM's mission. The DASC tool shall provide a secure, user-friendly, web-based interface for the configuration, management, and visualization of business rules governing data access and security controls within the Automated Biometric Identification System (IDENT) or any subsequent replacement identity management system. The Program Manager responsibilities shall include requirements analysis, system architecture and design, software development, integration with existing OBIM infrastructure, user interface development, and the implementation of robust security and access controls. The Program Manager shall conduct comprehensive testing-including unit, integration, and user acceptance testing-in both non-production and production environments, ensuring compliance with all functional and non-functional requirements as defined in the DASC tool Capability Requirements Document (CRD). The Program Manager shall also provide deployment support, user training, technical documentation, and ongoing maintenance during the initial implementation period to ensure successful operationalization of the DASC tool.
- Serves as the contractor lead for task order execution and is responsible for the overall direction and management of all contractor activities, ensuring execution is within defined performance, cost, and schedule parameters. The PM shall have in-depth knowledge/expertise in executing the DHS Systems Engineering Lifecycle (SELC) or equivalent lifecycle process.
- The PM shall have the ability to explain the biometric matching subsystem, components, and related technology clearly for a non-technical audience, possess the skill to synthesize information together from a variety of technical and non-technical sources, be knowledgeable on all contractor task order operational and administrative activities.
- The minimal qualifications are over 10 years of relevant specialized experience in the information technology sector, preferably with large-scale information technology, biometric matching, and/or database systems; with a minimum of 5 years in a leadership/management position.
