Program ManagerPosition Summary
The Program Manager leads overall contract execution, client coordination, integrated work planning, quality control, risk management, and performance reporting for the FAI Culture & Workforce Learning BPA. The role requires a federal delivery leader who can manage a multi-disciplinary team, coordinate across workstreams, and maintain an Agile or iterative execution cadence with clear visibility into actions, risks, decisions, deliverables, and outcomes.
Key Responsibilities- Serve as the primary contractor point of contact for FAI/GSA stakeholders and coordinate routine client communications.
- Manage the Agile delivery cadence, including stand-ups, monthly performance syncs, action tracking, risk management, retrospectives or continuous-improvement discussions, and cross-workstream coordination.
- Maintain an integrated project schedule, staffing plan, deliverable tracker, decision log, risk register, and action-item tracker.
- Oversee the real-time shared dashboard in Google Workspace or comparable collaboration and reporting platforms.
- Coordinate deliverable review cycles, version control, government approvals, quality assurance, and on-time delivery.
- Track progress against BPA outcome measures and Order 1 deliverables, including learning asset delivery, workforce readiness activities, dashboard updates, and performance reporting.
- Coordinate surge staffing, subcontractor support, and resource adjustments as work volume and Government priorities change.
- Facilitate issue resolution across acquisition policy SMEs, instructional designers, facilitators, change management leads, strategic communications staff, analytics staff, and learning operations support.
- Prepare executive-ready status updates that identify progress, risks, dependencies, decisions needed, and upcoming milestones.
Required Qualifications- Experience managing federal professional services, training, change management, acquisition-support, and workforce learning contracts.
- Demonstrated experience managing multi-disciplinary teams in a client-facing federal delivery environment.
- Hands-on experience using Agile service delivery practices, including recurring stand-ups, backlog/action tracking, risk management, sprint-style planning, delivery reviews, and continuous-improvement routines.
- Strong executive communication, facilitation, client coordination, and issue-resolution skills.
- Experience maintaining integrated schedules, deliverable trackers, dashboards, staffing plans, and performance reports.
- Experience with Google Workspace or comparable collaboration platforms such as Microsoft 365, SharePoint, Teams, Smartsheet, or equivalent tools.
- Ability to manage priorities across multiple workstreams and maintain delivery discipline under changing requirements.
