Program Manager - Maintenance and Sustainment

Purpose:
  • Valkyrie Enterprises has an immediate need for a Project Manager to lead execution of a U.S. Navy maintenance, sustainment, logistics, warehouse, prototyping, and material assurance project supporting Fleet readiness.
  • The selected candidate will be responsible for integrating program management, technical engineering, warehouse operations, logistics, shipboard assessments, testing, reporting, and stakeholder coordination across the project.
  • Located in San Diego, CA

Job Description:
  • Plan, organize, direct, and control project execution to meet technical, schedule, cost, reporting, and performance requirements.
  • Coordinate with Navy Type Commanders (TYCOMs), Port Engineers, Naval Surface Warfare Centers, Regional Maintenance Centers, Original Equipment Manufacturers (OEMs), NCMS, and other Government and industry stakeholders.
  • Lead project kickoff activities and establish project controls, schedules, risk tracking, action items, financial monitoring, and execution priorities.
  • Direct and coordinate shipboard surveys, warehouse operations, material movement, logistics support, prototyping, operational testing, and technical analysis activities.
  • Ensure required monthly execution reports, material accounting reports, ship visit reports, Monthly Status Reports (MSRs), testing reports, evaluation reports, and final reporting are complete, accurate, and submitted on schedule.
  • Manage project resources and ensure work remains aligned with available funding, authorized scope, and Government priorities.
  • Identify programmatic, technical, logistics, schedule, and cost risks and develop practical mitigation strategies.
  • Prepare and deliver clear briefings and written communication to senior Government and corporate leadership.
  • Coordinate specialty Subject Matter Experts (SMEs) in maintenance engineering, in-service engineering, logistics, additive manufacturing, testing, data analysis, and IT support.

Qualifications:
  • Must have a Bachelor's Degree in Business, Engineering, Program Management, Logistics, or a related field, or equivalent directly relevant experience.
  • Must have at least 10 years of progressively responsible experience managing DoD, Navy, maritime maintenance, logistics, sustainment, engineering, or comparable technical programs.
  • Must demonstrate experience managing project cost, schedule, staffing, deliverables, risk, and subcontractor or vendor performance.
  • Must have experience coordinating technical work across multiple functional disciplines and geographically dispersed stakeholders.
  • Must possess strong written and verbal communication skills and experience briefing senior Government and corporate leadership.
  • Must be proficient with Microsoft Office applications and project management/reporting tools.
  • Must be able to work independently, make sound decisions within established authority, and manage multiple concurrent priorities.

Desired Qualifications:
  • Project Management Professional (PMP) certification preferred.
  • Prior U.S. Navy surface ship maintenance, RMC, TYCOM, NAVSEA, or waterfront program experience preferred.
  • Experience with rapid prototyping, or technology demonstration programs preferred.
  • Experience managing warehouse, logistics, supply chain, additive manufacturing, or obsolescence mitigation efforts preferred.
  • Experience developing monthly financial and technical status reports for Government customers preferred.
  • Familiarity with Navy maintenance processes, technical authority, configuration control, and operational testing preferred.

Security Requirements:
  • Must have an Active Secret security clearance and the ability to maintain it.
  • Must have and maintain a valid passport.

Travel Requirements:
  • Occasional travel - up to 25%
  • If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Physical Requirements:
  • Ability to work in office, warehouse, waterfront, and shipboard environments as required.
  • Ability to walk, stand, climb ladders, and access shipboard spaces during project visits.
  • Ability to lift and carry up to 25 pounds as required for normal project execution.
  • Remaining in a stationary position, often standing, or sitting for prolonged periods.
  • Moving about to accomplish tasks or moving from one worksite to another.
  • Communicating with others to exchange information.
  • Repeating motions that may include the wrists, hands and/or fingers.
