Position OverviewWe are seeking a Program Manager / Integration Lead who will serve as Key Personnel and primary contractor interface for providing enterprise program management support services to the TSA LE/FAMS Counter-Unmanned Aircraft Systems (CUAS) Unit. The CUAS mission supports a growing national enterprise encompassing 20 Field Offices, Core 30 airports, 20 Field Coordinators, and over 700 CUAS operators.
This position is contingent upon contract award.
This role leads, coordinates, and manages contractor support activities across strategic planning, acquisition/budget documentation, logistics/equipment management, training program support, operational planning, data/geospatial tracking, and executive communications.
Location: Work for this position will primarily be performed at the TSA/FAMS facility located at 6595 Springfield Center Drive, Springfield, VA 22150, though remote or offsite performance may be authorized by the Government when appropriate and aligned with security and contract requirements.
Additionally, contractor personnel may be required to travel or attend in-person meetings, briefings, program reviews, equipment coordination events, or mission support activities at the primary site or other Government-designated locations when directed.
Key ResponsibilitiesContract & Team Program Management (Key Personnel Duties)- Serve as the primary contractor point of contact for the Contracting Officer's Representative (COR), Government task leads, and designated stakeholders.
- Direct and manage contractor personnel, oversee work assignments, and align support with evolving Government priorities.
- Monitor contractor workload, deliverable timelines, quality control, risks, issues, and resource constraints.
- Prepare and submit contract deliverables, including the Monthly Contract Status Report (MCSR), Transition-In/Out Plans, and weekly trackers.
- Plan, prepare materials for, and lead quarterly Program Management Reviews (PMRs) and the post-award conference.
Cross-Functional Strategic & Programmatic Integration Support- Assist in drafting, maintaining, and updating CUAS strategic plans, CONOPS, implementation plans, staffing models, and governance products.
- Field Coordinator Network: Support tracking, roster management, action item coordination, and reporting for up to 20 Field Coordinators.
- Support procurement package documentation, spend plan tracking, Resource Allocation Plan (RAP) submissions, Unfunded Requirements (UFURs), and SOW/PWS drafting.
- Oversee equipment tracking, fielding support, repair/warranty coordination, Sunflower property tracking, and readiness reporting.
- Coordinate training rosters, course schedules, completion metrics, and qualification/certification tracking.
- Assist with system access tracking (e.g., FAMS AIR/DISCVR), dashboard metrics, and geospatial portal updates.
- Oversee preparation of senior leader briefings, read-aheads, talking points, decision papers, and interagency coordination products.
Qualifications- Minimum of a Bachelor's degree from an accredited college or university.
- Minimum of 10+ years experience in supporting Federal programs.
- Demonstrated experience in Federal program management, task order management, stakeholder coordination, staffing management, deliverable management, and supporting complex Government programs.
- Experience supporting law enforcement, aviation security, homeland security, counter-UAS (CUAS), acquisition support, training support, or operational planning environments is strongly preferred.
- Strong proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).
- Experience developing executive-level briefings, reporting products, tracking models, and spreadsheets.
- High-level organizational, writing, verbal communication, and cross-functional leadership capabilities.
- Must be able to pass required background investigations, suitability, and fitness procedures prior to accessing Government facilities, systems, or sensitive information.
- Must execute DHS Form 11000-6 (Sensitive but Unclassified Information Non-Disclosure Agreement) and adhere to all CUI, SSI, and privacy handling guidelines.
- Complete all required DHS/TSA cybersecurity, privacy, and system-specific training.
Compensation and Benefits
The estimated base salary range for this position is $140,000 and $185,000 annually. This range represents Hive Group's good faith and reasonable estimate of expected compensation at the time of this posting.
