Overview

The Program Manager will support the Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Research and Technology Integration (RTI) Directorate's EOIR Sensors, Modeling, Processing, and Power (EMP2) portfolio, focusing onnext-generation sensors, processing, simulation, and power.

Responsibilities
  • Support the coordination of project activities across multiple teams, stakeholders, and external partners. Efforts may include the following: technical support, such as collecting and assimilating activity data, and monitoring schedule goals. The contractor shall prepare briefing material and other documentation in support of collaboration activities.
  • Provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order.
  • Independently manage all contract activities, ensuring performance aligns with the Performance Work Statement and applicable regulations (FAR Parts 7.5 & 37.1).
  • Conduct high-level program planning, budgeting, scheduling, risk management, and lifecycle costing; conduct manpower assessments; and provide regular status briefings to PM PNT management (weekly high-level, quarterly in-depth).
  • Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
  • Manages the overall contract onsite. All sections report to this position. This position manages the administrative aspects of the contract.
  • Ensures that the manning and training of the contract staff are adequate to meet the deliverables.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
  • Manage and coordinate planning and implementation of all contract/program activities; interface with Government personnel; formulate and review project feasibility studies; determine costs; ensure compliance with work standards; interpret policies, purposes, and goals of the organization for contractor and subcontractor personnel; and utilize company resources to achieve program objectives.
Qualifications

Required:

  • Master's Degree in Computer Science, Information Systems, Engineering, Business or related scientific or technical discipline.
  • Six (6) additional years of related experience or relevant military service may be substituted for the Master's degree.
  • PMP Certification
  • Fifteen (15) years of experience in the management and supervision of substantive military hardware/software development, or related systems analysis.
  • TS/SCI Clearance

Salary range: $190,000-$225,000

This position is in the proposal stage. The above salary range represents a general guideline. Integral Federal considers a number of factors when determining base salary offers, such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and/or discretionary bonuses in addition to base pay.
