Organizational Location: This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of the Assistant Director for Enforcement, in Union City, New Jersey.

This is a non-bargaining unit position.

Duties

Help

As a Program Manager, you will perform the following duties:

  • Directs a variety of diverse programs and/or services, and implement strategies that provide top quality service for ICE and DHS senior leadership;
  • Coordinate and communicate effectively with senior leadership to make recommendations and decisions that have a direct impact on the program and agency's mission, and provide guidance, leadership, and oversight in carrying out those decisions;
  • Plan, organize, coordinate, control and evaluate the activities of subordinate programs and program segments, and address complex planning needs and unanticipated requirements or priorities;
  • Manage organizational changes or major change to the structure and content of the program or program segments directed; and
  • Develop measures that evaluate performance, make recommendations for program improvement, and manage all resources as corporate assets, including oversight of the execution of the program's budget and fulfilling human resources management responsibilities

You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as:

  • Overseeing the planning, direction, and timely execution of a program or several program segments, ensuring a long-term outlook to meet customer needs;
  • Identifying and resolving unique issues where no policy exists, recommending and taking innovative actions to address new needs and/or issues;
  • Managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels;
  • Coordinating and communicating effectively, both orally and in writing, with high-ranking officials in other agencies, top-level managers, and various governing boards and committees;
  • Performing human resource management duties and responsibilities, including, but not limited to, recruitment, assignment of work, discipline, awards, and promotions.
