POSITION OVERVIEW:
Quanta Government Solutions (QGS) is the federal infrastructure delivery platform of Quanta Services, a Fortune 500 company, delivering complex infrastructure solutions for U.S. Government customers. The Energy vertical supports federal energy, environmental, and national security programs through disciplined program management, operational excellence, and strong customer partnerships.
We are seeking a motivated and experienced Program Manager I based in Las Vegas, Nevada, to support QGS program and project execution at the Nevada National Security Site (NNSS) and other locations in Nevada. This role is responsible for managing assigned programs while ensuring quality execution, customer satisfaction, regulatory compliance, and financial accountability. The Program Manager I partners closely with Construction Operations, the Project Management Office (PMO), and cross-functional teams to deliver programs safely, on schedule, and within budget while developing the knowledge and experience necessary to assume broader program leadership responsibilities.
What You'll Do
- Program Leadership: Manage assigned programs and projects supporting QGS operations with the Department of Energy in Nevada, including work performed in support of the Nevada National Security Site. Support successful execution of program objectives, customer requirements, project scope, schedule, budget, quality, and safety. Contribute to successful program delivery by implementing established program management processes and supporting operational excellence.
- PMO Alignment: Support the Project Management Office (PMO) by following established program management processes, reporting requirements, governance standards, and delivery practices. Maintain accurate program documentation and ensure assigned activities align with organizational objectives and customer requirements.
- Process Improvement: Support continuous improvement initiatives by identifying opportunities to improve operational efficiency, program execution, and customer satisfaction. Participate in lessons learned activities and promote standardized program management practices across assigned programs.
- Cross-Functional Collaboration: Partner with Construction Operations, Safety & Quality, Finance, HR, IT/Cyber, Legal & Compliance, Contracts, Supply Chain, and other cross-functional teams to coordinate program activities, resolve issues, and support successful program delivery.
- Change Management: Support the implementation of organizational and program-level changes by assisting with communication, process adoption, documentation, and execution activities while maintaining continuity across assigned programs.
- Risk & Issue Management: Monitor program risks, contractual requirements, schedule impacts, and operational issues. Communicate concerns promptly, recommend potential solutions, and escalate significant risks to Program Manager II or senior leadership as appropriate.
- Performance Management & Reporting: Prepare program reports, presentations, and performance updates that communicate project status, financial performance, schedules, risks, and customer deliverables. Support proposal development, contract administration, and other business activities as assigned.
What You'll Bring
Required Education and Experience
- 8+ years of experience in Program Management, Project Management, Construction Management, Engineering, or a related field supporting federal, infrastructure, engineering, or construction programs.
- Bachelor's degree in Business, Engineering, Construction Management, Public Administration, or a related field required; advanced degree preferred. Equivalent combinations of education and relevant experience may be considered.
- Experience supporting complex programs through planning, execution, and closeout.
- Working knowledge of federal contracting, project delivery, program management principles, and regulatory compliance.
- Experience collaborating within cross-functional and matrix organizations.
- Strong organizational, communication, problem-solving, and relationship-building skills.
- Ability to effectively manage multiple priorities while supporting successful program execution.
- Experience supporting customer relationships within federal, infrastructure, engineering, or construction environments.
- Proficiency with Microsoft Office and project management software such as Microsoft Project, Primavera P6, Smartsheet, or similar platforms.
Preferred Education and Experience
- Experience supporting federal energy, environmental, infrastructure, engineering, or national security programs.
- Experience supporting the Department of Energy (DOE), National Nuclear Security Administration (NNSA), or comparable federal government programs is strongly preferred. Experience supporting proposal development, project controls, scheduling, or program reporting.
- Project Management Professional (PMP) certification or willingness to obtain certification within 12 months of hire.

SUPERVISORY RESPONSIBILITIES:
- This position has no direct supervisory responsibilities and operates as an individual contributor. The Program Manager I collaborates closely with cross-functional teams while developing the leadership and program management skills necessary to support future advancement within the Program Management career path.
