Position Overview
The Program Manager serves as the single point of contact for the Government Contracting Officer (CO) and Contracting Officer's Representative (COR). This position is a HYBRID position. The individual filling this role will be required to report to FEMA Headquarters located at 500 C Street, SW Washington D.C. 20472 on a regular basis, and will be required to be on-site at Hive Group Headquarters in McLean, Virginia at a minimum of one day per week, based on operational requirements.
Key Responsibilities
- Act as the primary interface for the CO and COR to resolve technical and operational problems.
- Build deep knowledge of the client's organization, manage day-to-day interactions, and set clear expectations.
- Implement productivity and quality standards while contributing to strategic reviews.
- Provide technical and acquisition-related guidance to contractor staff, define success criteria, and monitor project progress.
- Forecast requirements, prepare budgets, schedule expenditures, and manage funds using complex reporting mechanisms.
- Identify potential project risks early and execute strategic mitigation plans.
- Simultaneously manage multi-task contracts, subcontracts, and multi-tiered projects of varying complexities.
- Responsible for the overall management of order(s).
- Ensure that technical/financial solutions and schedules in the specific orders are implemented in a timely manner.
- Organize, direct and coordinate the planning and production of all activities associated with assigned order projects.
- Ensures quality products and services are delivered.
- Responsible for managing projects with various levels of technical complexity.
- Trains and directs employee work activities.
- Signs timecards, prepares performance reviews, handles discipline problems and has input to hiring and firing.
Position Constraints & Availability
- Must be available via telephone between 0800 and 1700 EST, Monday through Friday.
- Must respond to technical problem discussions or resolutions within two (2) hours of notification.
- Authority Delegation: Coordinate with a single designated alternate to ensure full operational authority during any absences.
Required Qualifications
- Bachelor's degree in Computer Science, Information Systems, Engineering, Business, Education, Management Sciences, Psychology, Human Resources, or a related technical/business discipline (or equivalent experience).
- Minimum of 10 - 15 years experience
- Experience leading efforts through the acquisition and procurement lifecycle
- Experience with Level 1, 2, and 3 acquisition programs at DHS
- Experience within FEMA, other DHS components, or related agencies
- Demonstrated ability to work independently or under only general direction.
- Proven expertise managing complex financial reporting and resource allocations.
- Direct experience managing multi-task contracts and diverse subcontracts.
- Fluent in reading, writing, speaking, and understanding the English language.
- Able to meet Department of Homeland Security background investigation.
Preferred Qualification
- Program Management Professional Certification or Equivalent
Compensation and BenefitsThe estimated compensation range for this position is between $158,500 - $177,300 annually. Actual salary is determined by a variety of factors, including the candidate's specialized skills, certifications, and years of experience relative to the area benchmarks.
