Full Job Description

This position has no in-person office requirements. Candidate will be required to travel up to 25% to customer and contractor locations.

The Program Manager provides overall leadership, direction, and governance oversight for complex communications services programs and contracts supporting the government agency initiatives and stakeholders. The PM is responsible for the successful execution of all contractual, technical, administrative, financial, and operational requirements, ensuring program objectives are achieved while maintaining high levels of customer satisfaction, quality, compliance, and team performance. The Program Manager serves as the primary interface with Government leadership, contractor personnel, airport sponsors, municipal stakeholders, and other external partners. This position requires the ability to lead multi-disciplinary teams, manage program resources across multiple task areas, and foster collaborative relationships that support mission success.

Job Duties/Responsibilities:

  • Provide leadership and direction across an inter-organizational management team supporting multiple workstreams and functional areas.
  • Establish program priorities, objectives, and performance standards aligned with customer requirements and organizational goals.
  • Lead and coordinate activities across multiple teams to ensure successful delivery of program outcomes.
  • Formulate, implement, and enforce work standards, policies, procedures, and performance expectations.
  • Assign, schedule, monitor, and review work activities to ensure quality, timeliness, and compliance with contractual requirements.
  • Communicate organizational goals, policies, and objectives to subordinate managers and staff.
  • Serve as the primary liaison between the Government and contractor teams.
  • Develop, maintain, and strengthen relationships with senior Government officials, sponsors, and other external stakeholders.
  • Interface regularly with Government management personnel, technical staff, contractor support personnel, and external partners.
  • Address customer concerns proactively and ensure high levels of client satisfaction.
  • Facilitate collaboration among stakeholders to achieve mission objectives and resolve issues effectively.
  • Assume responsibility for financial performance across a significant segment of work involving multiple teams and task areas.
  • Oversee administrative and operational functions necessary for successful contract execution.
  • Manage staffing, workforce planning, recruiting, onboarding, professional development, and training activities.
  • Direct contract administration activities, including task management, subcontract management, performance reporting, and deliverable tracking. Ensure compliance with contractual obligations, organizational policies, customer requirements, and applicable regulations.
  • Monitor program budgets, expenditures, resource allocations, and cost controls to meet financial objectives.
  • Establish and maintain program quality management processes and performance metrics.
  • Ensure work products meet contractual, technical, and regulatory standards.
  • Identify and mitigate program risks, issues, and performance challenges.
  • Implement corrective actions as needed to ensure program success and continuous improvement.
  • Oversee compliance management activities and support audit readiness efforts.

Required Qualifications:

  • Bachelor's degree in Business Administration, Program Management, Engineering, Information Technology, Telecommunications, or a related field. Equivalent relevant experience may be considered.
  • Project Management Professional (PMP) certification required.
  • Minimum 10 years of progressively responsible experience managing communications services contracts, including oversight of large-scale, multi-disciplinary teams.
  • Demonstrated experience managing multiple projects, task orders, or contract activities simultaneously.
  • Proven ability to lead geographically dispersed teams and coordinate efforts across multiple organizational boundaries.
  • Experience managing contract performance, budgets, schedules, staffing, and program risks.
  • Strong knowledge of business operations, quality management, compliance management, and subcontract management practices.
  • Experience working directly with Federal Government clients and executive stakeholders.
  • Excellent leadership, communication, negotiation, presentation, and interpersonal skills.

Our Program Manager's earn between $175,000 - $290,000. Not to mention all the other amazing rewards that working at AT&T offers. Individual starting salary within this range may depend on geography, experience, expertise, and education/training.
