Full Job Description
Title: Program Manager

Location: Remote / Hybrid (On site-visits to the DMV location as required by contract)

About this position:

This federal project aims to modernize, enhance, and sustain the U.S. Census Bureau's Systems by delivering application development, technology, and program management services. The program supports the Geographic Division (GEO) and Decennial Information Technology Division (DITD) to maintain a secure, scalable, and reliable national geospatial system used by the Decennial Census, ACS, Economic Census, and other surveys and programs.

The Program Manager will provide technical and management leadership supporting GEO IT programs and major task assignments. This role is responsible for establishing program goals and plans, directing and controlling contract execution, and ensuring successful delivery across all required areas. The ideal candidate will have extensive experience managing complex technology programs, overseeing staffing and financial management, and supporting large-scale geospatial initiatives.

* This position is contingent upon contract award anticipated in July 2026.

Salary Range: $135K - $175K - commensurate with the candidate's skills, experience, location, and qualifications.

On a day-to-day basis, you will:
  1. Provide overall program and project management across issued task orders
  2. Establish program goals, plans, and governance structures aligned with project objectives
  3. Direct and control contract execution, including financial management, staffing, and operational methods
  4. Monitor contract performance, schedules, costs, SLAs, and compliance requirements
  5. Manage risks, issues, actions, and change control activities
  6. Oversee required reporting, documentation, and deliverables
  7. Support readiness reviews, operational delivery activities, transitions, and closeout efforts
  8. Ensure technical requirements are met across supported GEO programs
  9. Interface with senior leadership, stakeholders, and clients regarding program execution and performance
  10. Support decision-making activities impacting overall project implementation


Required Education/Qualifications:
  • 15+ years of experience providing technical and management leadership on major tasks or technology assignments
  • Experience establishing goals and plans that meet project objectives
  • Experience directing and controlling activities with responsibility for financial management, methods, and staffing
  • Experience with client negotiations and interfacing with senior management
  • Experience making decisions impacting overall project implementation
  • Experience within the geospatial industry
  • Experience supervising teams and supporting large-scale programs
  • Strong program and project management leadership skills
  • Strong financial, schedule, and staffing management experience
  • Expert-level domain knowledge in the geospatial industry
  • Experience using Microsoft Project or equivalent scheduling tools
  • Experience using office automation tools including Outlook/OWA, Word, Excel, and Visio
  • Experience working with documentation repositories such as SharePoint


Preferred Qualifications:
  • Project Management Professional (PMP) certification
  • Prior experience supporting federal government geospatial modernization programs
  • Experience supporting large-scale enterprise application or infrastructure programs
