Full Job Description
Program Manager

The Program Manager leads complex engineering design projects, directs multi-disciplinary technical teams, and develops and maintains strong client relationships. Operating as a technical leader and program director, this role ensures all engineering assignments achieve technical excellence, strict regulatory compliance, budget adherence, and on-time project delivery. Technical engineering expertise is required to supervise technical work, perform quality assurance/quality control (QA/QC) reviews, and solve complex site design or infrastructure challenges along with other engineers.
Core Responsibilities
  • Technical Direction: Lead and oversee civil engineering designer's efforts, including site layout, grading, drainage infrastructure, utility distribution systems (water, storm sewer, sanitary sewer, conduit/dry utilities), and stormwater management/hydrologic analysis from conceptual phase through construction.
  • QA/QC Oversight: Conduct thorough quality control and quality assurance reviews for accuracy, design completeness, engineering soundness, and compliance with local municipal, state, and environmental permitting standards.
  • Design Specifications: Oversee the production of detailed technical reports, engineering specifications, hydrologic/hydraulic calculations, contract documents, and complete permit application packages for local and state regulatory approval.
  • Engineering Judgment: Provide high-level engineering judgment, technical decision-making, and field support during conceptual development, final plan delivery, and construction administration.
  • Project Execution: Serve as primary Delivery Manager on a major infrastructure program, or multiple mid-sized projects or a portfolio of small projects simultaneously.
  • Project Accounting: Maintain complete project accounting oversight, including schedule tracking, budget management, fee structures, invoicing support, profitability, and cost control.
  • Resource Management: Coordinate internal engineering teams, cross-functional staff allocations, and external sub-consultants to meet critical deadlines efficiently.
  • Staff Development: Supervise technical work, hire, train, and mentor engineers, with a focus on professional growth and high performance.
  • Client Relations: Act as key point of contact for external clients, facilitating plan review meetings, agency presentations, and long-term partnerships.
  • Business Development: Participate in proposal writing, scope and fee negotiations, marketing initiatives, and cross-selling firm-wide services to expand pipeline opportunities.


Qualifications
  • Bachelor's degree in Civil or Structural Engineering
  • Professional Engineer (P.E.) License (DC) preferred or acquired within 90 days
  • Minimum 10+ years of engineering design and project management experience
  • Demonstrated experience in Transportation Engineering (roadways, traffic, bridges, utilities, DOT projects) OR Land Development (site design, grading, SWM, ESC, utilities)
  • Technical engineering expertise
  • Microstation knowledge
  • Working knowledge of industry calculation software
  • Demonstrated ability to manage project budgets, schedules, and fee structures
  • Strong written and verbal communication


Compensation:

$165,000 to $200,000 annually. Actual compensation offers are determined based on candidate credentials, role complexity, internal equity, relevant skills, and total direct experience. Total compensation includes bonus opportunities.

Location:

Hybrid work environment. Company-wide policy. Candidates are expected in the office 3 days a week.
