Full Job Description
The Program Manager, Fleet Operations is responsible for managing the strategic direction, governance, and execution of fleet operations programs across North America. This role develops and implements fleet initiatives that support operational efficiency, safety, compliance, cost management, and service readiness.

The Program Manager serves as the enterprise owner of Fleet Operations and collaborates across all Vestas business functions, including Service, Customer Project Execution (CPX), Service Operations, Manufacturing, Procurement, Health, Safety & Environment (HSE), Finance, Human Resources, and other operational and corporate teams. The role is responsible for developing and managing fleet-related programs, policies, vendor partnerships, fleet lifecycle strategies, performance reporting, and continuous improvement initiatives that enable safe, efficient, and cost-effective operations across North America.

The Program Manager provides strategic leadership and governance for fleet operations, ensuring alignment with organizational objectives while delivering measurable improvements in fleet utilization, operational readiness, safety performance, regulatory compliance, and total cost of ownership.

Responsibilities

Strategic Leadership
  • Develop and execute the Fleet Operations strategy aligned with organizational objectives.
  • Establish fleet governance, policies, standards, and performance metrics.
  • Manage strategic initiatives that improve fleet utilization, operational readiness, safety performance, and total cost of ownership
  • Present fleet operational performance, risks, opportunities, and recommendations to leadership.


Program & Project Management
  • Manage the development, implementation, and continuous improvement of fleet programs and initiatives
  • Manage fleet-related projects from planning through execution and operational sustainment
  • Support, guide, and direct project-related activities through Site Managers and operational leaders.
  • Effectively anticipate potential issues, question assumptions, and identify opportunities to improve outcomes while minimizing delays and risk
  • Negotiate resources and project governance with managers and senior leaders across functional areas.

Fleet Lifecycle Management
  • Develop and maintain strategies related to vehicle acquisition, specification, utilization, maintenance, replacement, and disposal.
  • Collaborate with operations teams to ensure fleet assets support business and customer requirements.
  • Monitor fleet performance and implement corrective actions to improve reliability, safety, and operational effectiveness.
  • Maintain oversight of fleet assets and related equipment across North America.

Financial Management
  • Develop, manage, and monitor fleet operating and capital budgets.
  • Identify and implement cost-saving opportunities related to vehicle procurement, maintenance, fuel, utilization, and lifecycle management.
  • Analyze fleet expenditures and total cost of ownership to support data-driven decision making.
  • Support forecasting and long-range planning for fleet investments and replacement strategies.

Vendor & Supplier Management
  • Manage supplier relationships related to fleet vehicles, telematics, maintenance programs, fueling solutions, and operational services
  • Partner with Procurement to optimize vendor performance and service delivery.
  • Develop and maintain strategic supplier partnerships that support operational goals.

Data & Analytics
  • Establish and maintain key performance indicators and dashboards related to fleet utilization, downtime, safety, cost, compliance, and operational performance.
  • Analyze trends and develop recommendations that improve fleet effectiveness and business outcomes.
  • Provide routine reporting and insights to stakeholders and leadership.

Safety, Compliance & Risk Management
  • Ensure fleet operations comply with applicable regulations, licensing requirements, company policies, and safety standards.
  • Execute initiatives that improve driver safety, mitigate risk, and promote a strong safety culture
  • Collaborate with Safety and Operations teams to investigate trends and implement preventive measures.

Continuous Improvement & Leadership
  • Support organizational continuous improvement efforts that reduce defects and improve operational performance.
  • Ensure employees are trained on fleet-related processes, policies, and procedures.
  • Identify opportunities for process improvement, standardization, and operational efficiency.
  • Foster collaboration across departments to improve business outcomes
  • Serve as a trusted advisor and subject matter specialist for fleet operations

Qualifications
  • Bachelor's degree in Business, Engineering, Operations Management, Supply Chain, Logistics, or a related field; or equivalent combination of education and relevant experience.
  • Minimum of 7 years of experience in fleet management, or related fields.
  • Demonstrated experience leading enterprise-wide programs and cross-functional initiatives.
  • Extensive experience with vehicle lifecycle management, fleet operations, vendor management, and operational performance improvement
  • Experience managing budgets, forecasting, and financial analysis.
  • Demonstrated ability to partner with stakeholders and deliver results through collaboration
  • Experience utilizing data and analytics to support business decisions.
  • Advanced proficiency with Microsoft Office applications, including Excel and Power BI preferred.
  • Project Management Professional (PMP), Certified Automotive Fleet Manager (CAFM), or similar certifications preferred.
