Summary

The Supervisory Program Manager will direct the work of subordinate employees for more than one program supporting external services customers within the Product Services Group which will include a mix of routine and complex projects/programs. The work of the organization directly impacts the operational availability of the National Airspace System, and systems and infrastructure of other customers of the Federal Aviation Administration Logistics Center.

The Supervisory Program Manager will strategize, implement, and maintain program initiatives that adhere to organizational objectives; develop program assessment protocols for evaluation and improvement; maintain organizational standards of satisfaction, quality, and performance; oversee multiple project teams, ensuring program goals are reached; manage budget and funding channels for maximum productivity. Plan and communicate the organization's vision and objectives; set priorities; assign tasks and responsibilities; monitor and evaluate performance; coach and develop employee capabilities; approve leave; and take, recommend, or approve corrective/ disciplinary actions as appropriate.

Work closely with project sponsor, cross-functional teams, and assigned project managers to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives; manage program and project teams for optimal return-on investment, and coordinate and delegate cross-project initiatives; identify key requirements needed from cross-functional teams and external vendors; develop and manage budget for projects and be accountable for delivering against established business goals/ objectives; work with other program managers to identify risks and opportunities across multiple projects within the department. Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders; organize programs and activities in accordance with the miss ion and goals of the organization; develop new programs to support the strategic direction of the organization; create and manage long-term goals; develop an evaluation method to assess program strengths and identify areas for improvement; write program funding proposals to guarantee uninterrupted delivery of services; ensure goals are met in areas including customer satisfaction, safety, quality, advise supervisor on team member performance; Implement and manage changes and interventions to ensure project goals are achieved; meet with stakeholders to make communication easy and transparent regarding project issues and decisions on services; produce accurate and timely reporting of program status throughout its life cycle; identify/ analyze program risks and opportunities.

Define, plan, and organize assigned budget, staff, and other resources to accomplish organizational objectives. Manage budget and performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Apply advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the group.

Contacts are primarily within the organizational unit and with higher level managers to discuss the status of projects/programs and to plan for the future. Will have frequent contact with customers, other government entities, and other external parties to interpret policies/ procedures or for other project/program purposes. Has authority to make commitments for the Product Services Group within guidelines.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Will communicate and reinforce EEO Program policies and programs in all areas of responsibility, including selection, training and promotion opportunities. Fosters a work environment where all employees are treated in a fair and equitable manner.

Qualifications

To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the next lower level, FV-I (FG/GS-13). Specialized experienceis experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experience: Experience planning, assigning, and evaluating the work of subordinate staff. Leading, directing, and managing various NAS & other customer issues and services. Providing expert technical advice and guidance on policies, procedures, and customer service delivery. Executing strategic planning and special initiatives that affect the effectiveness and efficiency of group-wide programs and services.
