About the Position: This position is with the Joint Munitions Command located at Iowa Army Ammunition Plant. This position serves as a Program Manager (Deputy to the Commander) of a Government Owned, Contractor Operated (GOCO) ammunition plant, providing assistance and advice to the Commander.

Duties

Help

  • Provides staff advice and assistance to the Commander regarding overall management and administrative matters to ensure continuity and general coordination of the plant's assigned programs and activities involving government and contractor personnel.
  • Exercises staff and management control over Civilian government personnel.
  • Participates with the plant Commander and represents the plant Commander in conferences and discussions with contractor management on broad changes in overall policy, management, and operations.
  • Meets with high-level Department of the Army (DA) officials, Congressional representatives, contractor personnel, and local community leaders.
  • Advises operating contractor personnel on interpretations of the contract.
  • Participates, as required, in negotiations of the contracting or modifications to contract and subcontract agreements by recommending terms of conditions that are in the best interest of the Government.

To qualify for this position, your resume must demonstrate one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes: 1) Recommending changes to policies/operations to develop more efficient processes and enhance safety; 2) overseeing the analysis, coordination, and completion of command projects ensuring the commitment of resources; 3) applying program requirements to prepare annual budgets; 4) collecting data to assess performance outcomes.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
