Full Job Description
Opportunity: S&K Global Solutions LLC, a subsidiary of S&K Technologies, Inc, has a new opportunity that is contingent upon contract award. The Program Manager plays a strategically key role in the success of the contract. This is an on site role - remote work is not available. We are seeking individuals who:
  • Will be responsible for leading, coordinating, and controlling all aspects of a multi-disciplinary technical services support program in support of NUWC Division Keyport in Keyport, Washington. This position provides overall program management oversight to ensure contract work is properly planned, staffed, executed, monitored, reported, and adjusted to meet technical, schedule, budget, quality, safety, security, and compliance requirements.
  • Serve as the primary management point of contact for day-to-day program execution and coordination across assigned functional areas.
  • Be responsible for coordinating contractor personnel, functional leads, and subcontractor support; monitoring workforce performance; supporting resource planning; managing deliverables and recurring reporting; tracking cost, schedule, funding, and labor-hour performance; resolving issues; and maintaining effective communication with customer and corporate stakeholders.
  • Managing diverse technical service teams in a government contracting environment, including performance under cost-type and level-of-effort contract structures.


WHY THIS JOB EXISTS:

Program Management and Contract Execution: Manage, direct, execute, and control program activities to ensure work is performed in accordance with defined objectives, performance standards, schedules, budgets, level-of-effort requirements, and customer requirements. Establish management methods, procedures, staffing approaches, communication practices, and work controls necessary to support successful execution across assigned functional areas.

Personnel, Workforce, and Subcontractor Coordination: Coordinate the work of assigned personnel, functional leads, and subcontractor resources. Support selection, onboarding, assignment, workload alignment, performance monitoring, and issue resolution for personnel supporting the program. Ensure personnel possess required qualifications, training, certifications, licenses, experience, and clearances prior to beginning assigned work, and maintain awareness of qualification or certification status throughout performance.

Customer Interface and Technical Coordination: Serve as the primary management point of contact for day-to-day coordination with customer representatives, corporate leadership, functional area points of contact, subcontractors, and support personnel. Coordinate priorities, support technical tasking alignment through assigned functional leads, assist with issue resolution, and maintain effective communication across range operations and system testing support, environmental and failure analysis testing support, industrial support, and common support activities.

Reporting, Deliverables, and Performance Monitoring: Review reports, records, project status, labor utilization, deliverables, financial data, and other program documentation to ensure progress is being made toward required objectives. Prepare, review, and submit required program reports and deliverables, including monthly status reporting, biweekly funds and man-hour expenditure reporting, status updates, management briefings, corrective action information, and other customer or corporate reporting products.

Budget, Schedule, Risk, and Compliance Control: Monitor expenditures, funding status, labor-hour utilization, schedule performance, and task progress against program requirements. Identify risks, performance issues, staffing concerns, or compliance gaps; recommend changes to methods or procedures; and redirect activities as needed to achieve program objectives. Ensure work is performed in compliance with applicable company policies, safety requirements, security requirements, quality expectations, personnel qualification requirements, and federal contracting requirements.

JOB QUALIFICATIONS:

Education

  • Bachelor's degree in business administration, management, project management, engineering, facilities management, environmental/safety management, security management, or a related field preferred.
  • Additional directly relevant program management experience may be considered in lieu of degree requirements, subject to company and customer approval.


Experience

  • Minimum of five years of experience leading and managing multi-disciplinary technical or services support teams.
  • Experience must include managing personnel, resources, schedules, budgets, labor-hour performance, reporting, deliverables, subcontractor coordination, and customer communication in a government contracting environment.
  • Experience managing cost-type, level-of-effort, or similar government contract structures is required.
  • Experience supporting Department of Defense, Navy, test and evaluation, technical services, industrial support, range operations, logistics, or similar mission-support environments is preferred.


License, Cert or Registration

  • Project Management or Lean Principles certification preferred. Examples may include PMP, CAPM, Lean Six Sigma, or equivalent project/program management training.
  • Must be able to obtain and maintain required background investigation and security clearance.
  • Valid state-issued driver's license may be required for site access or travel.


Special knowledge, skills, & abilities

  • Strong knowledge of program management principles, workforce planning, resource management, cost/schedule control, labor-hour tracking, performance monitoring, subcontractor coordination, deliverable management, and customer communication.
  • Ability to manage diverse technical and support teams across functional areas such as range operations and system testing support, environmental and failure analysis testing support, industrial support, technical documentation, training support, logistics support, and common program support activities.
  • Strong written and verbal communication skills, including the ability to prepare reports, correspondence, briefings, meeting inputs, status updates, corrective action information, and management documentation.
  • Ability to review reports, activity records, labor utilization data, funding status, and performance information; identify trends, issues, or risks; recommend corrective actions; and adjust methods or procedures to meet program objectives.
  • Proficiency with Microsoft Office products, email, electronic file management, and standard business systems used for reporting, tracking, financial/labor-hour monitoring, and program administration.
