Full Job Description
Concept Solutions is seeking an experienced Program Manager to lead the delivery of enterprise IT support services across a geographically distributed federal program supporting marine and aviation operations.

This role holds single-point accountability for cost, schedule, quality, staffing, and customer satisfaction across multiple technical service areas, including cybersecurity, service desk support, network services, systems and cloud engineering, and software development. The ideal candidate has experience managing firm-fixed-price federal IT services contracts, leading multi-site teams, and delivering measurable performance against defined service levels.

This position is contingent upon contract award and may require successful completion of customer-specific screening and clearance requirements.

  • Serve as the single point of accountability for contract performance, cost, schedule, quality, and risk.
  • Act as the primary interface to the government Contracting Officer, Contracting Officer's Representative, and Task Manager.
  • Develop and maintain the Program Management Plan, Staffing Plan, Quality Control Plan, and Communications Plan.
  • Lead a geographically distributed team delivering cybersecurity, service desk, network, systems engineering, and software development services.
  • Deliver monthly status reporting on completed work, performance metrics, staffing, risks, and issues, and lead recurring reviews with customer leadership.
  • Manage staffing levels and assignments, balance workload across sites, and ensure continuity of support through personnel changes.
  • Own recruiting and retention for hard-to-fill technical and field positions across multiple locations.
  • Plan and oversee quality assurance and quality control, including performance measurement, internal audits, and corrective action.
  • Develop and execute the contract transition plan to ensure uninterrupted service delivery.
  • Manage surge support activation, including scoping, proposals, and securing authorization prior to execution.


Requirements

  • Bachelor's degree in Information Technology, Business, Engineering, or related field (or equivalent experience).
  • 8+ years leading and supporting teams, including federal IT program or contract management.
  • Project Management Professional (PMP) certification.
  • Demonstrated accountability for cost, schedule, risk, quality, and performance on a federal IT services contract.
  • Experience managing IT service delivery against defined service levels and reporting measured performance to a government customer.
  • Experience leading multi-site or geographically distributed teams, including staffing plans and workload balancing.
  • Experience leading contract transition or phase-in, including knowledge transfer and continuity of service.
  • Ability to obtain and maintain a U.S. Government Public Trust clearance and to work on-site in Silver Spring, MD.


Preferred Qualifications
  • Experience managing firm-fixed-price service contracts where staffing design drives margin.
  • Experience across cybersecurity and FISMA, service desk operations, network services, cloud engineering, and software development.
  • Prior NOAA, Department of Commerce, or scientific and mission-operations agency experience.
  • Experience supporting distributed field operations, including remote and low-bandwidth sites.
  • Experience with federal IT acquisition support, including FITARA, independent government cost estimates, and supply chain risk management.
  • Experience implementing ITIL-based service management and continuous improvement programs.
