Job Description Summary
The Program Manager II, Cellular Therapy provides strategic and operational leadership for the financial lifecycle of cell and gene therapy patient accounts-from referral intake through one year post-treatment. This role designs and implements end-to-end processes that optimize revenue capture, compliance, and financial performance in a highly regulated and clinically complex environment.

The Program Manager leads the development of standardized workflows and supporting infrastructure, including the construction and maintenance of work queues, dashboards, and analytic tools. The role partners cross-functionally with Revenue Cycle, Revenue Integrity, Coding, Managed Care, Finance, Clinical Operations, and other key stakeholders to ensure accurate charge capture, documentation integrity, reimbursement optimization, and regulatory compliance.

In collaboration with Quality and Compliance leadership, the Program Manager designs and executes programmatic audits to strengthen provider accountability, reduce first-line denials, minimize terminal write-offs, and ensure adherence to federal, state, and payer-specific billing requirements. The role proactively identifies trends in underpayments and denial patterns, implements corrective action plans, and monitors payment-to-charge ratios to improve financial performance.

Additionally, this role represents the program in external stakeholder engagements, including participation in public policy forums and state-level working groups, contributing subject matter expertise to inform evolving reimbursement frameworks for cellular therapies.

The Program Manager II functions as a strategic liaison between clinical operations and financial infrastructure, aligning operational excellence with fiscal stewardship to support sustainable growth of the cellular therapy program.

Education and Work Experience:
  • Graduate of high school or GED equivalency required.
  • Minimum of twelve (12) years of financial coordination, billing, or revenue cycle, preferably in cell and gene therapy program.
  • Knowledge of building charges and providing recommendations to cell and gene therapy charges in charge description master.
  • Knowledge of end-to-end revenue cycle functionality within Epic.
  • Strong organizational, communication, and problem-solving skills.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Basic computer proficiency for documentation and recordkeeping.
  • Ability to function as an educator.


Preferred Qualifications:
  • Direct experience in cellular therapy, bone marrow transplant, or gene therapy program operations.
  • Experience working within a FACT-accredited or similarly regulated program.
  • Membership in the American Society for Transplantation and Cellular Therapy (ASTCT).
  • Experience serving as a preceptor, trainer, or mentor in a healthcare setting.
    Proficiency with Epic, including revenue cycle modules, reporting tools, or work queue build.
  • Experience collaborating on patient access initiatives for South Carolina Medicaid and regional payer populations.
  • Experience working within one of the approximately 200 cellular therapy programs in the United States.
  • Experience participating in state-level reimbursement policy forums or payer working groups.
