Position Summary

The Program Manager / BPA Lead will serve as the primary contractor executive responsible for overall administration, execution, staffing continuity, quality oversight, risk management, reporting, and coordination with the FCC Contracting Officer Representative and order-level stakeholders. This role is designated as Key Personnel under the PWS and is responsible for ensuring that all BPA and call order work is delivered in accordance with FCC performance expectations, security requirements, QASP standards, and contract requirements.

Key Responsibilities
  • Lead day-to-day BPA administration, including task order execution, staffing, schedule, performance, risk, issue, quality, and deliverable management.
  • Coordinate directly with the BPA COR and order-level CORs to ensure technical direction, reporting, action items, performance issues, and deliverables are tracked and resolved.
  • Maintain staffing stability and continuity across BPA orders, including coordination of onboarding, resumes, badging, high-risk public trust processing, and monthly personnel reporting.
  • Oversee program reviews, status reporting, quality assurance support, documentation management, transition services, and centralized administrative support.
  • Ensure contractor personnel comply with FCC security, physical security, identification, citizenship, facility access, and IT resource access requirements.
  • Support business case analysis, risk assessment, impact analysis, benchmark tracking, transition planning, and implementation planning for FCC business systems and IT initiatives.


Qualifications

Required / Preferred Experience
  • 10+ years of federal IT program management experience, preferably supporting CIO organizations, enterprise architecture, cloud modernization, engineering, or transformation programs.
  • Experience managing BPA, IDIQ, task order, or multi-workstream federal contracts with performance reporting, QASP oversight, staffing continuity, and COR coordination.
  • Direct Federal Communications Commission IT Program or Project Management experience is REQUIRED
  • Knowledge of FCC IT programs and IT environments is REQUIRED
  • Demonstrated ability to brief and coordinate with senior federal stakeholders, including CIO/DCIO leadership, IT managers, business stakeholders, and technical teams.
  • PMP, ITIL, CSM, or equivalent program management certification preferred.
