Job Description

Base-2 Solutions is seeking a senior Program Manager (PM) to lead execution of the SIA-3 IDIQ, supporting DIA and the broader Defense Intelligence Enterprise. The PM will have full authority and accountability for performance, cost, schedule, quality, and risk across multiple global task orders supporting CYD and mission partners.
Key Responsibilities
  • Serve as the single accountable PM for SIA-3 task orders, ensuring disciplined execution across CONUS and OCONUS missions
  • Provide executive-level interface with DIA leadership, Contracting Officers, and mission stakeholders
  • Oversee Task Order Managers aligned to Mission Technical Areas (MTAs) and regional mission sets
  • Ensure analytic quality and tradecraft compliance (ICD 203/206, DIA Reviewer Guide) in coordination with Quality & Tradecraft Leads
  • Manage program risk, issues, and change control to prevent mission impact
  • Oversee cost, performance, and CDRL reporting using DCAA-compliant systems
  • Lead workforce planning, surge support, and continuity of operations
Required Qualifications
  • PMP certification (required)
  • 10+ years of program management experience supporting DoD or IC customers
  • Demonstrated experience managing large, complex IDIQ or multi-task-order programs
  • Strong understanding of DIA, IC analytic missions, and enterprise coordination
  • Proven ability to manage cleared analytic and technical workforces at scale
Preferred
  • Prior DIA or SIA-3 experience
  • Experience supporting CYD, CCMDs, or Service Intelligence Centers
