DescriptionNorthrop Grumman's Aeronautics Systems sector has an opening for a
Program Manager 3, Supplier Management Team Lead to join our team of qualified, diverse individuals in
Melbourne, Florida.The candidate should have experience managing suppliers who provide hardware and software solutions and will independently evaluate the technical trade space. The candidate will lead requirements analysis, technical trade studies, formally manage risks, recommending down selections, and participate in Supplier Management Team overseeing vendor selection, procurement, and vendor oversight. Strong project management and cross project coordination skills are required.
The SMT Lead will be responsible for:
- Coordinating the efforts of the SMT, including engineers, the subcontracts administrator, supplier quality assurance representatives, logistics engineers, schedule planner, and cost/material planner.
- Earned value (EV) management of labor and material control accounts
- Coordinating and managing the execution of all phases of supplier performance, including planning, proposals, new capability development, production, testing, deliveries, and sustainment.
- Conducting or coordinating review of supplier documentation (e.g., technical evaluations of proposals, acceptance test procedures, cost and schedule reports, software version description documents).
- Reporting supplier status to Program Managers, GSC managers, and IPT Management.
- The selected candidate should thrive working in a fast-paced work environment with high expectations, engaged in significantly diverse assignments, within a collaborative/team setting across all levels of the organization.
- Manage supplier requests for waivers, deviations, and discrepancy reporting process
- Verify that End Item Data Packages (EIDPs) and Subcontractor Data Requirements List (SDRLs) items are review and dispositioned
Basic Qualifications - Bachelor's degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master's degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below.
- Related experience includes professional and/or military experience to include a background in: project management, program management, engineering, capture efforts, and/or business management related functions.
- Experience managing suppliers with documented responsibility for delivering scope on schedule and within approved cost.
- Experience serving as a Project Lead, Integrated Team Lead, or Cost Account Manager with documented responsibility for meeting 100% of defined technical, contractual, and performance requirements.
- Experience using program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management
- Experience with requirements development/flow down, supplier statement of work generation, technical data package deliverables, parts repair management, and DMSMS evaluations
- Must have an active DoD Secret (or higher) clearance (with a background investigation within the past 6 years or enrolled into Continuous Evaluation) with the ability to obtain and maintain Special Program Access (PAR/SAP) within a reasonable amount of time as determined by business needs
Preferred Qualifications - Experience with design and integration of Radar subsystems
- Experience managing suppliers with scope over $200M as part of a government/DOD contract
- Strong track record as SMT for multiple tier 1 & 2 suppliers.
- Experience with T&M, CPFF, FFP contract types
- Prior experience conducting design reviews: SRR/SFR, PDR, CDR
- Experience with proposal development, management, evaluations and negotiations
- Ability to obtain and maintain TS clearance
- Demonstrated ability to produce clear, professional written communications (eg. Reports, briefings, status updates) and deliver verbal presentations to stakeholders at multiple organizational levels, including senior leadership and individual contributors.
- Strong problem-solving and organization skills in both independent and team environments
- Ability to work independently with limited oversight
Primary Level Salary Range: $166,700.00 - $250,100.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
