Northrop Grumman, Space Systems, is currently seeking an experienced individual for a Program Manager 2 to provide program leadership to our Tactical Products and Services Programs Propulsion Subsystem Support Contract (PSSC) team, at on-site at our Hill Air Force Base, Utah office. Overview

This Program Manager 2 position resides within the Tactical Products & Services portfolio and will be responsible for management of multiple contracts and contract types. The Tactical Products & Services portfolio is diverse and dynamic and includes management of production, development and sustainment programs in technology areas including rocket motors, aerial payloads, aging and surveillance, flares and countermeasures, next generation energetics, and more.

This position oversees the Minuteman III solids, ordnance, and cracked propellant study efforts in support of the PSSC 2.0. The primary location for this position is Hill AFB, Utah with occasional travel to Promontory, UT and or Bacchus/Magna, UT sites.

Role and Responsibilities:

The Program Manager is responsible for the cost, schedule and technical performance of aging surveillance and sustainment, and plays a key role in future business capture.

Emphasis is placed on working closely with project engineering and the Air Force customer to determine priorities and deliver on time with high technical quality. PSSC is a cost-plus award fee contract.

  • Lead end-to-end program execution, managing safety, quality, schedule, budget, people, materials, technology, and risk to meet customer requirements.
  • Provide strong leadership to multi-disciplinary, cross-functional teams; leverage team strengths to achieve critical milestones and high-quality deliverables.
  • Coordinate core program functions (supply chain, contracts, finance, operations) and maintain clear, persuasive verbal and written communication with Air Force and internal stakeholders.
  • Develop and manage integrated program plans and schedules aligned to contract objectives; ensure on-time performance to key program milestones.
  • Own financial performance: manage budgets and EACs, forecast financials and staffing, and present status and performance to internal leadership.
  • Support contract structuring and pricing, lead or support negotiations, endorse final terms, resolve contract issues, and ensure timely delivery of all CDRLs.
  • Drive technical performance and excellence by setting standards, guiding processes and suppliers, balancing technical risk, and communicating complex issues to customers and management.
  • Contribute to business development by supporting advocacy initiatives, proposal preparation for follow-on contracts, and developing innovative solutions that expand value-added program scope.


Basic Qualifications:
  • Bachelor's degree and 8 years of related experience in technical, operational, or project/program management role supporting US government contracts or customers in a manufacturing or production environments; OR a Master's degree and 5 years of related experience
  • Experience in cost and schedule controls, including IMS management and familiarity with earned value (EVM) principles
  • Prior experience working with a diverse team to accomplish program goals
  • Excellent written and oral communication skills, with the ability to effectively communicate with all levels of leadership and customers
  • Excellent time management and organizational skills
  • Detail oriented but able to understand the big picture
  • Working knowledge of Microsoft Office products (Word, Excel, PowerPoint, Project)
  • Ability to travel up to 10% of time
  • Ability to obtain and maintain active DoD Secret Clearance
  • US Citizenship required


Preferred Qualifications:
  • Degree in STEM or business/financial discipline
  • A knowledge of launch vehicles, intercontinental ballistic missiles (ICBMs), solid rocket motor materials, processes, manufacturing, key suppliers, tooling, testing, facilities, lessons learned, etc.
  • Familiarity with various contract types, including FFP, CPFF, T&M, etc.
  • Active DoD Secret Clearance


Primary Level Salary Range: $139,100.00 - $208,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
