This fast-paced role as a Program Manager offers opportunities to engage with internal and external stakeholders while contributing to critical initiatives that serve Louisiana communities. This role is crucial in directing statewide budget planning, development, implementation, and oversight for state and federal funding sources, including Medicaid, Medicare Survey and Certification (CMS), and CLIA programs.

Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:
  • Review, analyze, and approve budget requests, financial reports, and expenditure adjustments to ensure compliance with federal, state, and agency regulations.
  • Monitor revenues, expenditures, and budget performance; analyze financial data and forecast funding needs to identify and resolve potential fiscal issues.
  • Develop, implement, and oversee complex cost allocation plans and budget management processes to ensure accurate financial documentation and accountability.
  • Negotiate, review, and oversee contracts, memorandums of understanding, and interagency agreements; ensure compliance with contractual requirements and approve invoices for payment.
  • Provide statewide supervision and oversight of monthly budget reporting, variance analyses, journal voucher requests, and allocation of financial resources to support agency operations.
  • Collaborate with executive leadership, financial managers, auditors, and state and federal partners to develop fiscal strategies, ensure regulatory compliance, and support agency financial objectives.
