Minimum QualificationsSeven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other InformationJob Duties:- Research funding opportunities and coordinate the development, writing, and submission of grant proposals to secure external funding for agency programs and initiatives;
- Manage the agency's grant portfolio by monitoring grant activities, maintaining grant records, ensuring compliance with funding requirements, and tracking deliverables, budgets, and reporting obligations;
- Develop, prepares, and monitors agency operating budgets, financial reports, projections, and fiscal analyses to support effective budget planning and financial management;
- Coordinate budget development activities with agency leadership, state budget offices, and legislative partners, including preparing fiscal documentation and responding to budget inquiries;
- Monitor revenues and expenditures, analyze financial data, and recommend budget adjustments to ensure compliance with federal, state, and legislative requirements;
- Prepare financial reports, fiscal impact statements, budget documents, and other management reports to support executive decision-making and program operations;
- Collaborate with agency leadership and administrative staff to provide fiscal guidance, maintain position control and budget allocations, and support strategic planning, grant administration, and financial accountability.
