POSITION CONTINGENT UPON CONTRACT AWARD

JOB TITLE: PROGRAM MANAGEMENT SPECIALIST

LOCATION: GROTON, CT | SUBMARINE LEARNING CENTER (SLC)

STATUS: FULL-TIME, EXEMPT, SALARY, ONSITE

CLEARANCE: COMMON ACCESS CARD (CAC)

Carley is seeking a Program Management Specialist to support the Submarine Learning Center (SLC) in Groton, CT. This contract-contingent role requires daily onsite support, the ability to obtain and maintain required security credentials, including a CAC, up to 10% travel, and the ability to lift up to 50 lbs. on limited occasions.

WHAT YOU'LL DO AT CARLEY:
  • Serve as the contractor's single point of contact with the COR and other designated Government representatives.
  • Provide overall management and administrative oversight for the task order.
  • Ensure appropriately qualified personnel are assigned and available to perform contract requirements.
  • Coordinate recruiting, hiring, onboarding, staffing, and replacement of contract personnel.
  • Monitor project performance, staffing, schedules, deliverables, costs, and funding status.
  • Prepare, review, and submit required monthly status and performance reports.
  • Advise the COR of project status, accomplishments, staffing matters, risks, and potential problem areas.
  • Identify and escalate cost, schedule, technical, staffing, and performance risks.
  • Develop and implement appropriate risk-mitigation and corrective-action strategies.
  • Review task order requirements, statements of work, funding matters, and contract modifications.
  • Coordinate invoice preparation and submission with accounting and contracts personnel and verify that invoiced amounts are accurate and adequately supported.
  • Maintain appropriate project, staffing, financial, and contract documentation.
  • Ensure work is performed in accordance with the Performance Work Statement, applicable contract requirements, Navy Training Process guidance, and Government policies.
  • Coordinate requests for Government-furnished information, equipment, workspace, system access, and other resources.
  • Support quality assurance activities and respond to Government questions or identified performance concerns.
  • Ensure assigned personnel comply with applicable requirements involving CUI, classified information, privacy, cybersecurity, operations security, and Government-furnished information.
  • Maintain effective communication among contractor leadership, project personnel, the COR, and other stakeholders.


WHAT YOU'LL BRING:
  • Bachelor's degree in business management, instructional technology, project management, education, or a related discipline.
  • At least five years of experience managing educational design, curriculum development, instructional systems design, training-development, or a closely related project.
  • At least two years of professional experience supporting a Navy, Department of Defense, or other federal defense contract or task order.
  • Demonstrated experience managing personnel, schedules, deliverables, reporting, invoicing, funding, and contract performance.
  • Knowledge of federal contract or task-order management.
  • Understanding of instructional design, curriculum development, or training-development projects.
  • Ability to manage staffing, schedules, costs, deliverables, risks, and performance simultaneously.
  • Strong written communication and report-development skills.
  • Ability to communicate effectively with Government representatives, contractor leadership, employees, and functional support departments.
  • Experience coordinating invoices, funding, and contract documentation.
  • Strong problem-solving, organizational, and decision-making abilities.
  • Ability to identify performance risks early and present practical corrective actions.
  • Ability to work independently without direct supervision from Government personnel.
  • Proficiency with Microsoft Office or Microsoft 365 applications.
  • Must have an active Secret clearance and/or have been active within the last 24 months, with the ability to maintain the applicable security clearance(s) and additional credentials, including a CAC, required to access a military installation and perform assigned duties.
  • Ability to lift items and/or equipment up to 50 lbs. on limited occasions.
  • Due to the nature of the work at Carley, this position requires U.S. citizenship - REQUIRED.


WHAT IT'S LIKE TO WORK AT CARLEY:

This onsite position is located at a military training school/base in Groton, CT and is contingent upon contract award. Qualified candidates may be asked to sign a non-binding Letter of Intent (LOI). If Carley is awarded the contract, selected candidates may receive a formal offer, contingent upon customer approval and completion of all required onboarding requirements.
