Program Management Spec (Program Management)

Position Summary:

The Program Manager (L) leads employees and first-level managers delivering Program Management services across complex, multi-disciplinary programs. This leader develops and executes integrated departmental plans, establishes Program Management Best Practices (PMBP) goals and improvement plans, and provides oversight and approval for technical approaches, products, and processes. The role acquires and manages resources, provides technical supplier management, drives process improvements enabled by digital tools, and builds strong relationships with customers, stakeholders, partners and direct reports. This role demonstrates Boeing values and expected leadership behaviors while ensuring program outcomes are delivered on schedule, within budget and with the highest standards of safety, quality, and regulatory compliance.

Position Responsibilities:
  • Define and execute strategic plans, policies and procedures for the Program Management organization; align departmental goals to program and business strategy.
  • Establish and lead a PMBP program, set measurable improvement goals, and implement improvement plans to increase mission effectiveness, efficiency, and quality.
  • Manage and mentor a team of Program Managers and first-level managers - hire, develop, evaluate, motivate and retain talent; coach to quality-first behaviors.
  • Provide technical oversight and approval of program approaches, designs, schedules, budgets, risk / issue / opportunity plans and deliverables with an explicit focus on quality assurance and verification.
  • Lead program planning and execution using sound program controls: Earned Value Management, cost/schedule performance measurement, forecasting, and quality metrics.
  • Direct supplier and partner management activities; hold suppliers accountable to technical, quality, cost and schedule commitments; lead supplier quality reviews and corrective/preventive actions.
  • Drive digital-enabled process improvements that increase productivity, data integrity, decision quality and traceability.
  • Implement and maintain robust risk/opportunity/issue management and quality management processes; validate mitigation plans and monitor burndown using appropriate tools and metrics.
  • Ensure schedule management best practices are used to develop, maintain and control integrated program schedules that incorporate quality gates and verification milestones.
  • Apply systems thinking to understand and communicate cross-functional impacts and trade-offs; make decisions that optimize whole-system outcomes while protecting quality and safety.
  • Build and sustain positive relationships across stakeholders, customers and partners; use influence and negotiation to achieve program objectives while defending quality standards.
  • Promote a global perspective: consider geopolitical, economic and cultural impacts on program execution, supplier quality and strategy.
  • Ensure compliance with safety, quality, regulatory and contractual obligations at all times; champion continuous improvement and lessons-learned capture.


Quality Focus:
  • Actively ensure processes include clear acceptance criteria, verification steps, and traceability from requirements through delivery.
  • Use data-driven decision making to identify quality trends, root causes, and implement effective corrective and preventive actions (CAPA).
  • Establish and enforce quality gates and reviews at key program milestones; escalate unresolved quality concerns appropriately and timely.
  • Model and coach a culture of rigorous inspection, test, and audit readiness - encourage reporting of defects and near-misses without blame.
  • Integrate quality metrics (defect rates, rework, supplier non-conformances, first-pass yield, audit findings) into program performance dashboards.
  • Collaborate with Quality, Safety, Engineering and Supply Chain to embed manufacturability, maintainability and sustainment considerations early in design and planning.
  • Drive continuous improvement by sponsoring root-cause investigations, lessons-learned processes, and sharing best practices across programs.
  • Promote customer-focused quality: ensure delivered products meet or exceed contractual, regulatory, and customer expectations.

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

This position is for 1st shift.

This position requires an active Secret U.S. Security Clearance. (A U.S. Security Clearance that has been active in the past 24 months is considered active.)

Basic Qualifications:
  • Proven experience managing large, complex aerospace (or similarly complex engineered systems) programs and teams, including first-line managers.
  • Demonstrated experience with Earned Value Management (EVMS) and program controls.
  • Strong background in schedule management and integrated master scheduling for multi-year programs.
  • Demonstrated capability in risk/opportunity/issue management and quality management across multiple disciplines.
  • Experience in supplier/contractor technical and quality management and performance oversight.
  • Strong organizational development experience and change leadership capabilities.
  • Excellent communication, stakeholder management, conflict resolution and negotiation skills.
  • Bachelor's degree in engineering, program management, business, or related discipline; or equivalent experience.


Preferred Qualifications:
  • Prior experience with global programs and multi-cultural teams.
  • Certification(s) such as PMP, PgMP, ASQ CQE/CMQ/OE or equivalent.
  • Experience with digital program tools, analytics and tooling to support PMBP and quality metrics and reporting.


Typical Education/Experience:

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 14 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years' related work experience, Master+12 years' related work experience, 18 years' related work experience, etc.)
