Program Management Officer (PMO) SMELocation: Pentagon (Onsite)

Education: MA/MS (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work-related)
Outcomes:The successful candidate is expected to accomplish the following outcomes during the first year in the position:
- Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
- Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
- Create 2-3 products beyond the client's requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
- Master position tasks within 60 days and exceed requirements within 90 days.
Responsibilities:The Program Management Officer (PMO) SME supports Secretary of the Air Force, Sensitive Activities (SAF/SA) with expert Program Management Office leadership and support establishing, facilitating, and promoting Program Management standards across the portfolio. This includes creating and establishing Program Office policies, procedures, templates and methods-building a solid foundation enterprise-wide.
Per PWS section 1.3.1 Project Management/Acquisition Support and its subsections 1.3.1.1 Project Management/Acquisition Planning Support, and 1.3.1.2 Strategic Planning and Organizational Process Improvement Analysis, specific responsibilities and tasks include, but are not limited to:
- Apply expert program management knowledge and experience to organize and manage resources and personnel needed to efficiently and effectively accomplish SAF/SA program objectives consistent with Department of Defense Instruction (DoDI) 5000.02 policies and procedures.
- Provide Subject Matter Expert (SME) expertise in organizational assessment. Gather and analyze organizational data for continuous feedback for business process improvement initiatives to SAF/SA. Provide recommendations/feedback on operations, planning, and implementation effectiveness and performance across the mission essential functional areas within the organization and present findings to senior leadership, as necessary (RR#21).
- Develop and implement Program Management standard procedures, methods and tools across the organization and teach organizational PMs skills along the program life cycle to increase the breadth and depth of PM skills across the enterprise.
- Facilitate and support mission validation and analysis, reporting, and stakeholder briefings.
- Develop and instantiate business intelligence and market analysis methodology
- Support risk management and process improvement by developing risk mitigation strategies and documentation (RR#19).
- Participate in internal and external SAF/SA meetings.
- Develop and coordinate responses to internal and external program inquiries.
- Draft documentation (e.g., acquisition plans, requirements approval documents, justification and approvals, statement of objectives/statement of work/performance work statements, quality contract data requirements list, assurance plans, etc.); presentation materials (e.g., early strategy and issues sessions, acquisition strategy panel briefings, etc.); and prepare and coordinate, within SAF/SA, staff summary packages to support acquisition milestone coordination and decisions (RR #18)
- Develop Program Element Monitor (PEM) briefings, staffer briefs, and recommend to the Government language for annual Congressional justifications Books.
- Work with other functional areas including financial management on PEM related activities (e.g., tracking, monitoring, and reporting of program element execution, contract actions, unfunded requirements, and necessary program metrics).
- Support development of program execution briefings and contract review briefings.
- Provide expertise with DoW systems and non-systems program management requirements and strategy development, acquisition strategies, project management tools, including Microsoft project or a similar scheduling program, and DoW risk management techniques.
- Use and leverage government provided Artificial Intelligence (AI) tools to achieve day-to-day efficiencies and effectiveness and make process improvement recommendations leveraging the same.
- Support development and coordination of DoDI 5000.02 acquisition and sustainment or Services Category (S-CAT) level I through V milestone planning and reporting documentation.
Qualifications:The candidate must have the following qualifications:
- Minimum of 15 years of work-related experience.
- Of those 15 years, a minimum of 10 years supporting component of DoW(formerly DOD).
- Experience working in a Program Management Office (PMO) -- leading a PMO a plus.
- Active PMP certification.
The following qualifications are desired:
- Knowledgeable and skilled in leveraging AI for day to day efficiencies and effectiveness.
- Experienced and exposed to modeling, simulations and war-gaming.
- Familiar with working in a TS/SCI/SAP environment.
- Skilled in data analytics, KPIs, Metrics, and dashboards.
Travel: Some local and TDY travel expected, less than >10%.
