Job Description:
Parsons is looking for an exceptionally talented Program Management Office (PMO) Director to join our team! In this role, you will be responsible for the overall leadership, operations, and strategic standard-setting of our centralized PMO that supports the Mission System and Analysis contract portfolio.
The primary mission of this role is to deliver a standardized, scalable, and functionally specialized support organization that ensures contract compliance and reduces the day-to-day administrative burden on Program Managers and Task Order Project Managers, allowing them to remain fully focused on technical execution and customer delivery. You will report directly to the Program Director under the programmatic oversight of the MSA Vice President.
What You'll Be Doing:
PMO Governance & Standard Setting: Develop, implement, and continuously improve PMO governance frameworks, operating policies, reporting standards, quality management systems, and organizational controls across all supported contracts. Drive continuous process improvement initiatives that increase operational efficiency, reduce administrative burden, and improve customer satisfaction
SOP Enforcement: Maintain and update domain-specific Standard Operating Procedures
Functional Matrix Leadership: Provide operational oversight and daily direction to specialized professionals across 5 centralized Centers of Excellence
Deliverable Integrity: Review and approve administrative deliverables, exercising the formal authority to reject non-compliant subcontractor or team outputs that do not meet strict quality thresholds
Official Government & Internal Interface: Build trusted partnerships with Government leadership, Contracting Officers, Contracting Officer Representatives, Program Managers, and executive stakeholders while representing Parsons during formal program reviews and governance meetings
Conflict Resolution & Escalation: Serve as the Level 2 escalation authority to resolve priority or capacity conflicts between individual Task Order demands and CoE resource availability within a targeted 48-hour window
Audit Collaboration: Partner with the independent Operations Manager to review Quarterly Internal Audits and enforce a 5-day Corrective Action Plan submission timeline for any discovered process gaps
Earned Value & Financial Standards: Ensure that all financial health metrics, spend plans, and deep-dive forecasts align with corporate Integrated Program Management principles, EVMS frameworks, and Cost Accounting Standards
Phase-Gate Governance: Lead phase-gate reviews, transition planning (Phase-In/Phase-Out), and lifecycle execution tracking to systematically isolate and mitigate cross-functional program risks
Supply Chain & Subcontractor Oversight: Drive accountability for teammate performance and post-award procurement, guaranteeing that subcontractor deliverables meet strict Data Item Description format compliance and security flow-down requirements
Required Clearance:
Must be a U.S Citizen
Must have an active TS/SCI Clearance with CI Polygraph
What Required Skills You'll Bring:
Bachelor's degree in Finance, Management, or a related field. Master’s degree in business administration preferred
10+ years of progressive program management or PMO leadership experience within a matrixed Federal Defense Contracting environment
Operational knowledge of Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplement, Data Item Descriptions, and managing critical Contract Deliverable Requirements Lists
Documented success managing multifaceted, cross-functional support teams (25+ personnel) using a centralized service-delivery or matrixed resource model
Demonstrated success directing PMO or integrated program control operations for large defense hardware, software, or analytical support portfolios exceeding $50M+ in annual contract value
What Desired Skills You'll Bring:
Active Project Management Professional, active Project Management Office Certified Professional, or equivalent PMI certification
Advanced proficiency with enterprise resource planning tools, financial tracking tools, and centralized repository architectures
Experience leading formal internal compliance audits, risk mitigation scheduling, and Corrective Action Plan mapping
Security Clearance Requirement:
