Job DescriptionPosition OverviewWe are seeking a
Program Management Analyst & Scrum Master to support a complex national security technology program spanning software development, data, cloud, analytics, and cybersecurity.
The analyst will provide program-level visibility across delivery, staffing, contractual requirements, risks, customer commitments, and management reporting while supporting Agile delivery across technical workstreams. This role will work closely with program leadership, technical leads, corporate stakeholders, and government customers to ensure program information is accurate, current, and decision-ready.
Required SkillsResponsibilities- Daily simple report to Crimson-side Program Leadership.
- Develop weekly and recurring customer and executive program status reports.
- Analyze program performance across delivery, schedule, staffing, risks, dependencies, and milestones.
- Maintain program dashboards, trackers, decision logs, action items, and other management controls.
- Track CDRLs, contractual deliverables, due dates, submissions, revisions, and customer acceptance.
- Maintain authoritative program documentation and management repositories, including SharePoint and customer portals.
- Track software and capability releases, delivery evidence, and associated customer acceptance.
- Maintain program-level risk, issue, action, and dependency tracking and identify items requiring escalation.
- Analyze staffing, vacancies, onboarding, transitions, training, certifications, and workforce readiness.
- Consolidate information across multiple technical teams into clear program-level assessments.
- Support Program Management Reviews, customer meetings, leadership briefings, and other program governance forums.
- Capture and track customer decisions, commitments, and follow-up actions through closure.
- Facilitate Agile/Scrum ceremonies as required, including sprint planning, daily stand-ups, retrospectives, and backlog coordination.
- Track sprint progress, impediments, dependencies, and delivery commitments across assigned teams.
- Work with technical leads and product stakeholders to improve Agile execution, transparency, and delivery predictability.
- Identify reporting, process, and documentation gaps and recommend improvements.
- Develop repeatable processes, templates, dashboards, and automation to improve program management efficiency.
- Ensure consistency across customer communications, contractual records, technical delivery, and reported program status.
- May act in the Project Manager role for limited periods, such as planned PM absences, to maintain continuity of customer communications, reporting, program operations, and delivery oversight.
Required Qualifications- Bachelor's degree or equivalent relevant experience.
- 5+ years of experience in program analysis, program management, project controls, Agile delivery, business operations, management consulting, or government contracting.
- Experience supporting complex programs with multiple technical teams and stakeholders.
- Experience working in Agile/Scrum delivery environments.
- Strong analytical, organizational, and written communication skills.
- Ability to synthesize technical and operational information into concise executive-level reporting.
- Experience maintaining program metrics, dashboards, trackers, schedules, or management reporting.
- Proficiency with Microsoft Excel, PowerPoint, Word, Teams, and SharePoint.
- Ability to independently manage competing priorities, exercise sound judgment, and identify issues requiring leadership attention.
- Ability to communicate directly and professionally with government customers and maintain program continuity with limited supervision.
- Active Top Secret clearance.
Desired SkillsPreferred Qualifications- Experience supporting DoD, Intelligence Community, or other federal government programs.
- Experience with software, cloud, cybersecurity, data engineering, analytics, or digital modernization programs.
- Familiarity with Firm-Fixed-Price contracts, CDRLs, deliverables, customer acceptance, and scope management.
- Experience serving as a Scrum Master for software or technical delivery teams.
- Familiarity with Jira, Confluence, Tableau, Power BI, or similar tools.
- Experience with workforce planning, project controls, or PMO analytics.
- PMP, CAPM, CSM, PSM, SAFe Scrum Master, or related certification.
- Current TS/SCI and/or CI Polygraph strongly preferred.
