Job Description

AECOM has an immediate need for an experienced Program-Level Financial Manager for employment in our Arlington, VA office.

The Program-Level Financial Manager provides comprehensive financial management, cost oversight, and acquisition support for the St. Elizabeth's West Campus Program. This role ensures alignment of program planning, budgeting, and execution with approved cost models, schedules, and contractual requirements. The Financial Manager supports program leadership by delivering accurate financial analysis, maintaining program documentation, and providing acquisition and contract financial support throughout the program lifecycle.

The responsibilities include but are not limited to:

Program Financial Oversight, Auditing, and Alignment
  • Maintain and regularly update program-level financial and performance documentation by collecting, tracking, and analyzing program performance data, costs, and key milestone dates.
  • Monitor program execution to ensure alignment with approved cost, schedule, and scope baselines.
  • Update and refine projected construction and program cost estimates as new information becomes available from project teams and contractors.
  • Apply program cost and programming models to all planning efforts to validate affordability and alignment with funding constraints.
  • Prepare and evaluate "what-if" analyses and alternative scenarios to support leadership decision-making and proof-of-concept validation.

Contract and Acquisition Financial Support
  • Prepare and support contract documentation across all phases of the acquisition lifecycle, including solicitations, requests for proposals, award documentation, audit requests, price negotiation memoranda, pre-negotiation objectives, and contract modifications.
  • Utilize the Enterprise Acquisition System (EASi) and related tools to complete daily acquisition tasks and improve efficiency and consistency in procurement processes.
  • Assist in the development of acquisition strategies, acquisition plans, and integrated procurement schedules that align with program funding and milestones.
  • Support reviews of statements of services and scopes of work to ensure financial clarity, cost realism, and alignment with program objectives.
  • Assist in the evaluation of bids and fee proposals, including conducting cost and price analysis and supporting negotiations.
  • Coordinate and verify pre-validation of funding to ensure availability and compliance prior to contract actions.
  • Respond to financial and contractual inquiries from legal counsel and other oversight stakeholders.
  • Review contract delivery order and modification packages to ensure accuracy, completeness, and compliance with financial requirements.
  • Track and manage contract fees, reimbursable balances, and Reimbursable Work Authorization (RWA) funding to ensure accurate reporting and fiscal control.

  • Cross-functional coordination with program, legal, and contracting teams
  • Understand federal financial management regulations, OMB circulars, acquisition regulations (e.g., FAR), agency policies, and approved program baselines.
  • Understand Government Guidelines which are often broad and require interpretation, adaptation, and judgment in addressing novel or complex situations.

Supervisory Controls
  • The employee works under the general direction of Capitol program manager.
  • Assignments are broadly defined in terms of program objectives and priorities.
  • The employee independently plans and carries out work, exercises judgment in resolving financial issues, and keeps management informed of significant developments.
  • Completed work is reviewed for effectiveness in meeting program financial objectives rather than for technical accuracy.


Qualifications
  • Bachelor's Degree in related industry + 8 years of related experience or demonstrated equivalency of experience and/or education
  • Program level finance experience
  • As a condition of employment, candidate must be able to pass GSA Government Clearance Process.

  • Master's degree preferred
  • 10+ years of related experience
  • Experience with federal funding management, executive branch experience
  • Construction funding management
  • EASi System experience
  • Be able to understand and review scope of work and independent estimates
