Job DescriptionHII MTC is seeking a Program Integrator & Chemical Engineer to support the Air Force Research Lab (AFRL) at Eglin AFB, FL with work on a national initiative to develop novel approaches to increase efficiency and availability of precursors and energetic material. This position will work in AFRL facilities at Eglin AFB.
Utilizing knowledge and experience as a Program Integrator & Chemical Engineer, this position will provide program-level management and acquisition support to DoW PM/Goal Leads to guide execution of research and development of novel approaches for formulating, processing, enhancing the mechanical properties, and characterizing the products from various energetic and precursor material development pathways. Analyze current DoW approaches and help establish follow-on and new development activities with substantiating documentation. Research and develop optimum data analysis and sharing across key government stakeholders to get feedback and refine development approaches and documents. Deliver an annual report assessing the various approaches across the community with recommendations and roadmaps. Provide program-level acquisition support to PM/Goal Leads to guide execution and maintain battle rhythm. Contribute to RFP development including SOWs, SRDs, CDRLs, and technical documentation. Implement and execute acquisition processes in collaboration with government. Support acquisition strategy development, market research, risk assessment, and Middle Tier of Acquisition (MTA) / Undefinitized Contract Action (UCA) initiatives. Coordinate and support scheduling personnel and risk management planning. Assist with funding document preparation (e.g., PRs, MIPRs) and briefings. Monitor and review contractor deliverables, schedules, integration plans.
Essential Job Responsibilities- Reviews approaches for and development of new and improved chemical manufacturing processes.
- Analyze current DoW approaches and recommend follow-on and new development activities with substantiating documentation.
- Research and develop optimum data analysis and sharing across key government stakeholders to get feedback and refine development approaches and documents.
- Support government development of acquisition and technical documentation.
- Support acquisition strategy development, market research, risk assessment, and MTA/UCA initiatives. Coordinate and support scheduling personnel and risk management planning.
Minimum Qualifications- 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in realted field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
- Knowledge of energetic materials and development process
- Knowledge of how energetic materials are used in munition systems and propulsion systems
- Knowledge executing the DoW acquisition process (e.g., RFP, SOW, CDRLs, etc.)
- Experience in managing complex projects
- Advanced experience in:
- Convening/leading acquisition Integrated Product Teams (IPTs)
- Managing a matrix workforce and leading in team environments
- Managing complex technical procurements and interdependencies
- Preparing and delivering effective Power Point briefings to large groups
- Strong leadership and management skills
- Understanding of Project Lead-tasks and expectations
- Convening and leading customer meetings internal and joint
- Understanding of Programmatic Issues, Risks, Concerns and presenting Corrective Actions
- Skilled communicator
- Clearance- Must possess and maintain a SECRET clearance
Preferred Requirements- Program management experience, PMP or equivalent certification
- Ability to obtain a Top-Secret clearance
- Previous experience with AFRL
