DescriptionNorthrop Grumman's Aeronautics Systems sector is currently seeking a
Program Manager 2 to join our team of qualified, diverse individuals, to support the B-2 Long Range Strike organization. This position will be located in
Oklahoma City, OK.
The Program Manager is responsible for program integration daily operations for the B-2 Organizational Unit (OU). Primary responsibilities include broad oversight for all aspects of program performance across the OU portfolio and all aspects for execution performance for B-2 OU strategies. Assignments will be received from the OU level Program Director.
Program Manager will have full working knowledge of PM Handbook operations for Cost, Schedule, Risk Management, Performance using EVMS, Technical Quality and Customer Satisfaction procedures and practices, perform on-going operational tasks, and monitor daily operations across the OU program areas. Additionally, they will ensure that OU level strategic initiatives and investment projects and proposals are completed on schedule following established procedures and schedules.
Key Responsibilities:- Apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
- Identifies, orchestrates, coordinates and controls the management activities and processes that integrate OU interdependencies throughout their life cycle to achieve successful program commitment.
- Proactively manages communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.
- Identifies and addresses OU impacts through a systematic, proactive approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the OU.
- Initiates, develops, integrates, executes, directs and controls OU plans and cost and schedule baselines that meet both contractual requirements and stakeholder expectations.
- Understands OU strategic initiatives and customer technical and business (financial, political, cultural) requirements in order to develop a plan and execute within cost and schedule to support growth of additional sales that support organizational objectives.
- Define proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver compliant proposals.
- The ability to influence and create an OU value system which emphasizes prevention over inspection and continuous process improvement.
- OU resource planning satisfy OU portfolio requirements within organizational constraints.
- Manage OU level risks and opportunities and risk board reviews.
- Demonstrates commitment and energy to meet OU stakeholder needs. Builds strong relationships and guides OU program teams and support functions on how to take action to satisfy stakeholder expectations.
Basic Qualifications: - Bachelor's degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master's degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below:
- Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.
- Must have an active U.S. Government Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
- Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period of time, as determined by the company.
Preferred Qualifications: - 5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
- 5 years of demonstrated success leading teams/and or organizations to achieve a common goal.
- Background in supporting U.S. Government contracts and customers and/or project management in other industries.
- Active DoD Top Secret clearance.
- Active Special Program Access (PAR).
Primary Level Salary Range: $131,800.00 - $197,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
