Description & Requirements

- Perform project management for the full project lifecycle development and implementation of technical activities that ensure successful project completion.

- Serve as the point of contact and client interface for project technology related issues.

- Manage project expectations, evaluate project needs, and communicate with stakeholders to ensure that program needs are met with respect to urgency and priority.

- Develop trust, credibility, and strong client relationships; seek opportunities to add value to internal and external client initiatives.

- Review all project deliverables to ensure quality and accuracy meet project, stakeholder, and contractual standards.

- Execute all project management functions including; work breakdown and cost estimation, scheduling, monitoring and tracking of technical progress against the defined timetables and budgets, and staff assignment and development.

- Lead and direct the successful delivery of application development, systems integration, infrastructure, and product installation/customization services while ensuring that assigned projects adhere to the approved life cycle work patterns, standards, and procedures for solution delivery.

- Frequently responsible for providing guidance, coaching, and training to other employees across the organization within area of expertise.

- Responsible for developing mid-to-long-term plans on how to optimize the project/program and the talent required to execute strategies for the area of responsibility.

- Define and implement development plans for assigned projects.

- Identify and assess new functional capabilities supporting engineering change proposals and additional follow up work.

- Identify, track, manage, and communicate risks and issues with stakeholders and upper management.

- Ensure that all appropriate costs are included in quarterly forecasts.

- Coordinate, prepare, and manage technical presentations and functional demonstrations to internal and external stakeholders.

- Responsible for adhering to established safety standards.

Job-Specific Essential Duties and Responsibilities:

- Manage timely review processes across portfolios of programs and pre-award activities.

- Coordinate activities and communications across multiple CDIO organizations.

- Manage portfolio of program-level risks, including detailed risk mitigation plans.

- Direct, manage, and own enterprise-wide projects and initiatives, driving results, tracking and implementing against milestones, from original concept through final implementation.

- Build strong relationships with program and business leadership. Serve as trusted advisor and effectively communicate with all levels of the organization, to include executive leadership and teams across Maximus.

- Maintain and monitor project scope, objectives, milestones, and tasks while maintaining Key Performance Indicators.

- Review detailed work plans, schedules, project estimates, resource plans, and status reports.

- Monitor program resource needs and resource plans.

- Conduct program review meetings at a regular cadence and maintain responsibility for tracking and analysis.

- Review product scope and change requests to determine risks to programs and opportunities to consolidate or reuse technology

- Facilitate processes to identify high risk cybersecurity postures for improvements, remediation, and corrective action.

- Review deliverables and customer deliverable feedback to identify risks or issues in program execution.

- Resolve, make recommendations, and escalate risks and issues using Risk Management best practices.

Minimum Requirements

- Bachelor's degree in relevant field of study and 10+ years of relevant professional experience required.

Job-Specific Minimum Requirements:

- Bachelor's degree with 10+ years of program/project management experience.

- Experience working across entire lifecycle of Federal programs, from capture to execution to closeout.

- Experience transitioning internally built technology into programs and establishing KPIs for program technology health.

- Per customer requirements, United States citizenship is required.

- The ability to obtain and maintain a DoD-issued Secret security clearance.

- Ability to engage and collaborate across various business stakeholder teams to engage shared resources, subject matter experts, business SMEs, and decision makers to enable successful, timely and quality delivery of program/project initiatives.

- Ability to present and articulate program status, challenges, and deployments objectively at all levels within the organization.

- Excellent client relationship development and management experience recommending, developing, and communicating approaches for resolving specific issues.

- Excellent and holistic communication skills, including oral and written communication coupled with the proven ability to provide leadership and mentorship to existing team members. Executive level communication experience required.

Preferred Skills and Qualifications:

- Previous experience in monitoring program execution and compliance.

- Experience leading or working in internal product organizations that serve diverse enterprise needs.

- Agile Product Owner experience and certifications preferred.

- PMP certification.

- Knowledge of Federal cybersecurity compliance, including CMMC, RMF, NIST 800-53, NIST 800-171.
