IN ACCORDANCE WITH PERSONNEL POLICY 327-16 THIS RECRUITMENT MAY BE USED TO FILL VACANCIES IN MULTIPLE DEPARTMENTSTHIS RECRUITMENT WILL ALSO BE USED TO FILL GRANT, TEMPORARY AND FULL-TIME POSITIONSMinimum Qualifications:Bachelor's degree in business or public administration, social work, behavioral science, human services, vocational rehabilitation, gerontology, or a related field; supplemented by three (3) years of experience providing services within the specific departments of Fulton County to include one (1) year of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Preferred Qualifications: Experience managing volunteers within a social services organization.
Specific License or Certification Required: Must possess and maintain a valid State issued driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
EXAMINATION:The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Provides consultation, information, and referral services to clients: conducts needs assessments; researches available community resources; provides the most appropriate referral services to meet clients' needs; and plans, organizes, and oversees volunteer services at an assigned library branch..
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Monitors, coordinates and evaluates assigned human services programs: analyzes resources and services of staff and service providers to ensure compliance with federal, state, and local regulations: supervises Provider Relations staff and "Provider Relations" program; conducts site visits, reviews site visit documentation to make recommendations on beginning or continuing with provider services; maintains provider lists; and monitors and coordinates service activities, including recording, reporting, referring, and conducting follow-up with clients
Provides services to staff, customers, training providers, and external groups: provides information, training materials, resources, or referrals in compliance with Division policies and procedures.
Conducts, coordinates, monitors and/or evaluates assigned volunteer services programs; analyzes resources and services of staff and service providers to ensure compliance with federal, state, and local regulations: monitors and coordinates aging service activities, including recording, reporting, referring, and conducting follow-up with clients; and maintains provider lists.
Serves as a County liaison to various businesses and community and social services agencies: serves on committees and attends meetings to promote program activities; conducts outreach activities and research to develop a broader referral and resource network; collaborates with partnering divisions, departments and outside organizations to share resources and host community events; and represents department in meetings and serves on committees as required.
Coordinates various fundraising projects related to the assigned program, as well as the implementation of special projects.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including program attendance sheets, activity evaluations, provider performance reports, timesheets, updates, and program guidelines and directives; reviews, completes, processes, forwards or retains as appropriate.
Prepares or completes various forms, reports, correspondence, and other documentation, including activity reports, performance appraisals, grant compliance documents, and State/Federal program reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with supervisor, other employees, clients, third party service contractors, community partners, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to serving an aging population; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
