Full Job Description
INNOVIM is seeking a Program Controls / R2O2R Analyst to support NOAA ProTech Weather Agile Program and Project Management Services.

This position is contingent upon award of the contract.

Position SummaryThe Program Controls / R2O2R Analyst maintains the authoritative program-controls data that underpins integrated visibility: capacity and financial tracking from Government-provided baseline data, the risk and KPI registers, the roadmap and dependency data, and the R2O2R transition evidence. The position reviews, analyzes, and evaluates program and financial information against plan, identifies where resource contention threatens the roadmap, and prepares options for Government decision.

Key Responsibilities

  • Capacity and financial visibility. Ingest Government-provided FTE, assignment, and quarterly financial data; track obligations and expenditures against plan with trend analysis; flag resource contention.
  • Risk register. Maintain the Program Risk Register, updated at least biweekly, with condition, consequence, probability, impact, mitigation, owner, and trend.
  • KPI framework. Baseline and report program KPIs (dependency age, impediment age, milestone predictability, R2O2R movement, flow, decision latency).
  • Roadmap and dependency data. Maintain the Living Program Roadmap data and the Dependency Register with age monitoring and roadmap links.
  • R2O2R tracking. Track transition candidates, required evidence, receiving organizations, and gates by stream.
  • Single-source reporting. Capture information once at the lowest level and reuse it across recurring deliverables to prevent conflicting status.


Minimum Qualifications

  • Education. Bachelor's degree (BA/BS) or higher in business, management, or a related field.
  • Experience. Eight to ten years in a related program-controls, budget, or business-analysis area; reviews, analyzes, and evaluates business systems and user needs, develops and monitors budgets, and may lead the work of others.
  • Skills. Proficiency with financial and reporting tools and with the Government-provided tracking platform..


Preferred Qualifications

  • Federal program controls. Experience building multi-source financial ETL and executive reporting for a Federal science organization.
  • Data governance. Source traceability, field validation, and reconciliation across roadmap, risk, and report data.
  • Agile metrics. Familiarity with flow and velocity measures for scientific teams.
