Position Title: Program/Contract Manager

Location: Mid-Atlantic Regional Maintenance Center (MARMC),

Norfolk Naval Shipyard, Portsmouth, VA

Security Clearance Level: Secret

Duties and Responsibilities
  • Serve as the company's single point of contact for the Contracting Officer (CO) and the CO's Representative (COR) in the performance of a Government contract.
  • Responsible for the employment, training, guidance, and supervision of qualified, contract-assigned personnel to accomplish the contracted tasks.
  • Responsible for selecting, supervising, and exercising control and direction over the company's employees performing in support of this contract.
  • Manage and coordinate program delivery efforts with subcontractor's designated point of contact (PoCs).
  • Ensure that all applicable documents pertinent to this contract are maintained.
  • Ensure records for all contract-assigned personnel hired to fulfill this requirement are maintained.
  • Participate in the recruiting and hiring process by ensuring candidate personnel have met the minimum qualifications.
  • Responsible for the daily oversight of all contract-assigned personnel and for managing work performance on all tasks in this contract.
  • Implement and maintain clear organizational lines of authority and responsibility to ensure effective management in support of the contract.
  • Maintain continuity between the CO, COR and the company's Program Management Office (PMO)/business office.
  • Ensure contract-assigned employees understand the work to be performed in support of the requirement to which they are assigned.
  • Ensure contract-assigned personnel, both prime and subcontractor employees, know their management chain and adhere to company policies.
  • Ensure contract-assigned personnel always exhibit professional conduct and appearance during their contract performance.
  • Ensure contract-assigned employees' performance is in the best interest of the Government.
  • Ensure contract-assigned employees adhere to applicable laws and regulations governing Contractor performance and relationships with the Government.
  • Ensure contract-assigned employees do not create actual or apparent personal service relationships.
  • Regularly assess contract-assigned employees' performance and provide feedback to improve overall task performance.
  • Ensure high quality results are achieved through task performance.
  • Ensure contract-assigned employees understand and abide by DoD/DoW and local activity established rules, regulations, and policies concerning safety and security.

Knowledge and Qualifications
  • Five (5) years of experience in Program Management as a government contractor supporting DoD/DoW programs.
  • Eight (8) total years of program management experience.
  • Bachelor's degree in a related field or a Professional degree/certification (PE) in a related field.
  • Knowledge, understanding and experience of and within U.S. Navy shipyards.
  • Demonstrated experience as a Government Contractor Administrator or experience working with contract administration for the U.S Government (i.e. CO, COR, Contract Specialist, Contract Administrator).
  • Experience in and proficiency with MS Office, including Word, Excel, Access and PowerPoint.
  • United States Citizen with a valid driver's license.
  • Active Secret clearance.
  • Knowledge and experience providing quality customer service to Government employees, military personnel, contractors, and/or visitors.
  • Program Management Professional (PMP) certified is a plus.
