Introduction The Division of Transportation Systems Development (DTSD), Bureau of Project Development is looking to hire a Program & Policy Analyst Advanced position. Headquarters for this position will be in our Hill Farms office in Madison WI.This position offers a hybrid work schedule. The position will be headquartered at and required to work from Hill Farms office in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.
Position Summary This position is responsible for providing statewide contract development guidance, coordination, and evaluation of the Consultant Program. This position functions as a principal resource to project managers, supervisors and staff on contract solicitations, development, and monitoring. Responsibilities include statewide coordinative functions including statewide work groups, stakeholder meetings, technical trainings, the drafting of contract development manuals, and other communication duties.
This position is responsible for performing advanced program and policy assistance, planning, analysis, monitoring, and evaluation. Position provides oversight for program, project, and workflow planning. Responsibilities also include data auditing, report drafting, and day-to-day contracting support. This position ensures statewide consistency, process improvements, and program evaluation.
Salary Information This position is in schedule-range (07-03) with an
annual salary of $68,640 - $96,907, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Qualifications Qualified applicants will have training/education and/or experience with all the following:- Experience in analyzing and developing policies which could include the following activities: planning, scheduling, facilitating, developing recommendations, implementation, and analysis.
- Experience in project management (facilitating, managing projects or initiatives, etc.)
- Experience using Microsoft Suite applications (Outlook, Excel, Word, and PowerPoint) or other computer software to track and analyze data.
In addition to having all the above, well qualified applicants will have professional experience with at least one of the following:- Experience in administering or leading a performance measure or continuous improvement program (activities may include: identification of potential improvement opportunities, analyzing alternatives, and developing and presenting recommendations, etc.)
- Experience working in strategic planning such as developing, evaluating, communication strategies, implementation, monitoring progress, etc.
- Experience creating and presenting data, reports, and information to a variety of internal partners.
