Summary

Serves as a member of the Public Reporting and Measure Development team and provides analytical and data science expertise to VHA leaders and field managers in support of the Office of Analytics Performance Integration (API), Performance Measurement (PM).

Duties

Help

  • Supports the data management, reporting, analysis, and training needs for the API/Performance Measurement program. To accomplish this, incumbent will consult with VACO, VHA, National Program Offices and VISN/Facility Staff to understand customer needs, develop solutions, both in conceptual design and programming and ensure that the products being delivered are of a high standard in terms of fit for purpose, design, and implementation.
  • Responsible for the analysis, design, development, testing, maintenance, general use and support of software applications including, but not limited to, MS SQL Server, SQL Server Reporting Services, SAS, Power BI, Share Point, C# and .NET Framework.
  • Exercises initiative and collaborate effectively with internal (e.g., other API program offices) and external VHA stakeholders (e.g., other National VA/VHA Program Offices) on projects with complex and competing priorities; support national data analysis, data mining, training, reporting and program development for new and ongoing quality and performance improvement initiatives for API/PM.
  • Uses VA databases to independently, design, and publish reports and web applications on internal VHA reporting infrastructures for retrieving and displaying quality data; design and implement National studies and analyses to support new API/PM quality and performance improvement initiatives; design and develop national tools and knowledge products, including, but not limited to customer feedback surveys (e.g., product satisfaction), project databases, reports to support quality and performance improvement initiatives, data collection applications and training and education solutions.
  • Produces analytical reports and studies that translate clinical, administrative, and operational data into meaningful management information and are made available to a wide variety of constituents from front-line staff to senior leadership; responsible for evaluating/analyzing, on a quantitative or qualitative basis, the effectiveness of API/Performance Measurement programs or operations in meeting established goals and objectives; ensure the accuracy of information delivered for API/PM program area. This includes, but is not limited to, technical delivery, program ownership, accountability, and long-range strategic planning.


Work Schedule: Monday - Friday, 8:00am - 4:30pm

Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework.

Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.

Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.

Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:

  • Experience in the analysis, design, development, testing, maintenance, general use and support of software applications including, but not limited to, MS SQL Server, C# and .NET Framework
  • Experience in the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.
  • Experience designing and developing national tools and knowledge products, including, but not limited to customer feedback surveys (e.g., product satisfaction), project databases, reports to support quality and performance improvement initiatives, data collection applications and training and education solutions.
  • Experience in the methods of web technologies, tools, and delivery systems, including web security, privacy policy practices, and user interface issues.
