Summary

You will serve as a Senior Program Analyst (Project Officer) for the Deployable Secure Scalable Shelters program in the Program Office for Combat Support Systems (CSS) of MARCORSYSCOM/Portfolio Acquisition Executive-Marine Corps (PAE-MC).

Duties

Help

  • You will conduct detailed research on complex program activities, gather and validate information from multiple sources, and prepare clear documentation to support planning, decision making, and leadership communication across teams.
  • You will coordinate documentation and program plans with multiple organizations, track progress against schedules, and provide clear updates to leadership on risks, issues, and recommended corrective actions.
  • You will analyze complex program data to identify trends, measure performance, and evaluate outcomes, then translate findings into clear written and verbal recommendations for senior leaders to support informed decision making.
  • You will support budgeting and planning activities by gathering financial information, developing cost estimates, tracking expenditures, and providing clear explanations to leadership to support funding decisions and resource allocation.
  • You will identify and address emerging program issues by conducting analysis, recommending solutions, and working with stakeholders to resolve conflicts and prevent escalation to senior leadership improving overall effectiveness.
  • You will develop and maintain program performance measures, gather relevant data to track progress, prepare reports for leadership, and recommend improvements based on analysis to strengthen program results and decision making processes.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

-Expert knowledge and skill in the Defense Acquisition System. Includes knowledge of key activities and documentation requirements of each phase of the acquisition life cycle for all categories of programs; supporting and/or managing a project/program through its acquisition life cycle

-Expert Knowledge and skill to achieve expressed goals and objectives of the program through interaction and coordination in a team environment, to include consistent interface with higher headquarters, including establishing positive working relationships with peers and subordinates as well as superiors both internal and external to the program.

-Knowledge and skill executing the DoD Planning, Programming, Budgeting, and Execution System.

This program analyst serves as the Project Officer for the Deployable Secure Scalable Shelters (DS3) program in the CSS program office, PAE-MC. The DS3 are a Top-Secret Special Access Program/Special Access Required (SAP/SAR) and Sensitive Compartmentalized Information (SCI) (dual accredited), ICD-705 compliant, deployable shelters capable of rapid deployment to austere locations.

Superior Qualifications, Recruitment Incentive, and/or Relocation Incentive may be offered based on command funding and within applicable regulations.
