The Air Force Civilian Service (AFCS) is looking for a Full-Time Program Analyst, (NH-0343-03) at Kirtland AFB, Albuquerque, NM. DUTIES AND RESPONSIBILITIES Serve as an Air Force Operational Test and Evaluation Center (AFOTEC) senior level Test Operations Analyst/Programs Manager applying military and operational test experience to lead, plan, coordinate, and manage mission support activities and reports on operational test activities during the design, development, production and fielding of Department of Defense (DoD) Acquisition Category (ACAT) I, II, or DoD oversight major weapons systems. This is a non-supervisory position. SKILLS DESIRED: Test & Eval, Acquisition Frameworks, Aviation & Weapons Systems, Advanced & Emerging Tech, OT&E, DoD 5000, TS/SCI Clearence, System Effectiveness, Fighter, Bomber, Platform Integration, Defense Acquisition University, F-35, B-21, 5th Gen. KNOWLEDGE SKILLS AND ABILITIES: Knowledge of a wide range of qualitative and/or quantitative methods and tools for the testing, assessment and evaluation of effectiveness measures and COIs for systems and programs including next generation aircraft, mobilization, armament, electronic warfare, rescue, special operations, airlift, C4ISR, Space, Missile, Missile Defense, or technology projects. Knowledge of DoD, Joint Service, Air Force, MAJCOM and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness, suitability, and mission capability of assigned major defense acquisition programs; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the relationship of military modernization planning operations to overall program planning and execution of operational test and evaluations. Knowledge of and skill in the application of Air Force military, air, space and cyberspace; operator/maintainer and operational test expertise as it applies to assigned programs. ADDITIONAL POSITION REQUIREMENTS: Must be able to obtain and maintain and "Top Secret" security clearance with access to Sensitive Compartmented Information (SCI). This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. May be required to travel by military or commercial aircraft in the performance of TDY assignments. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. May be required to work overtime on an unscheduled or emergency basis.
