Overview

The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #MC

Responsibilities

The Program Analyst will 1) Provide comprehensive program leadership for the Royal Australian Navy (RAN) Personnel Exchange Program lifecycle phases - expect 400+ members at peak; 2) Exercise project leadership, as well as develop and maintain multiple advanced database tools, ensuring data integrity through updates, audits, and presentation to ensure strategic intent of all assigned projects are met; 3) Serve as a primary point of contact to facilitate clear and concise communication between RAN liaison officers, RAN Naval Attaché Office, and USN fleet stakeholders, building new relationships as necessary; 4) Maintain status, drive progress, and provide frequent updates on all assigned tasks and

communicate clearly and concisely across a wide range of products including e-mail, after-action reports, policy, or other structured papers, data analytics, and flag-level briefings; 5) Organize and support virtual and in-person meetings where much of our difficult trilateral coordination is accomplished; 6) Motivate, mentor, and lead purpose-built teams across functional, organization and international boundaries to accomplish objectives; and 7) Act as a local liaison between Commander Submarine Forces (CSF) AUKUS and the staff at Commander Submarine Forces Pacific (CSP).

Qualifications

Education and Qualifications:
  • Bachelor's Degree
  • 7+ years' experience with Federal Government

Required Skills:
  • Proficiency in Microsoft Office, including Word, Excel, and PowerPoint
  • 4+ years' Experience with TYCOM staff or other Echelon 3+ Navy staff
  • Superior organizational and planning skills, including the ability to execute high-level events, conferences, and meetings
  • Experience with US Navy Submarine Community (preferred SSNs)
  • Excellent written and verbal communication abilities, with experience drafting formal correspondence, policy papers, and flag-level briefings
  • Experience working with international partners, capable of effectively liaising between military and government stakeholders including after-hours (RAN/RN highly desired)

Clearance Requirement: An active Secret clearance is required, with the ability to maintain it throughout employment.
