Summary

Duties

Help

  • You will develop and implement a continuous performance improvement strategy, plans, policies, tools, and frameworks for the command across business and program management disciplines.
  • You will lead initiatives to promote the business and programmatic aspects of continuous learning, collaboration, and innovation while evaluating the effectiveness of improvement initiatives and recommend improvements in the assigned program area.
  • You will conduct regular deliberate and systemic performance improvement efforts using best practices to deliver warfighting advantage in accordance with commander's guidance.
  • You will lead and participate in Cross Functional Teams (CFT) and Rapid Improvement Projects (RIP) aligned with the SSP Director and Executive Director priorities.
  • You will conduct reviews, studies, and surveys to evaluate business and program management disciplines to identify deviations from standards to ensure that strategic objectives and plans are in place to meet mission critical goals.
  • You will develop metrics for RIP outcomes to include performance improvement achievement and barriers requiring action; progress of and outcomes achieved by Performance Improvement Curriculum; risks requiring elevation; and additional metrics.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting risk and/or self assessments to manage process improvement approaches, processes, tools and application for a command to meet weapons systems program mission critical goals and objectives.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

This announcement uses the Acquisition Workforce Personnel Demonstration Project (AcqDemo) Business & Technical Management direct hire authority to recruit and appoint qualified candidates to certain positions in competitive service.

This position is part of the Navy Nuclear Deterrent Mission.

Certain incentives (such as Recruitment, Relocation) may be authorized to eligible selectees.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position is covered by the Department of Defense Priority Placement Program.

Several vacancies may be filled.
