  • Specialized experience leading large, complex projects for DoD or Federal government
  • Experience with developing and managing schedules using MS Project
  • Knowledge and experience with Earned Value Management and project control concepts
  • Knowledge of the process and procedure by which a change is identified, evaluated, approved, monitored and documented
  • A strong technical understanding of requirements methodologies, tools, frameworks, and best practices
  • Demonstrated experience with researching and producing consistent/sustained data-driven analysis to produce comprehensive and highly professional reports on an as required basis within stated timelines
  • Skill to assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects
  • Must be a self-starter, able to work collaboratively with stakeholders across multiple levels
  • Superior organizational and interpersonal skills, and demonstrated ability to interface effectively via written and oral forums, and maintain good working relations
  • Demonstrated good briefing skills

Desired Qualifications:

  • 10 years of military, DoD civil service or defense contract experience
  • Defense Acquisition Workforce Improvement Act (DAWIA) Certifications or other Defense Acquisition University (DAU) courses
  • Experience with programming in Excel (formulas, macros, SQL, etc)
  • Experience managing configuration control boards (CCB) or requirement management boards
  • Project Management Professional (PMP) certification
  • Experience with Planning, Programming, Budgeting & Execution Process (PPBE)

Duties and Responsibilities:

  • This individual will assist in establishing and maintaining government's portfolio management capability by developing, implementing, monitoring, and supporting processes and tools in the following subjects to include but not limited to: baseline change control, risk, issues, and opportunities, project finance, schedule management, requirements and project prioritization management.
  • Leads and executes the activities of the program requirement management, finance, cost control and program scheduling function supporting the Planning, Programming, Budgeting & Execution Process (PPBE) program with minimal supervision.
  • Engages and collaborates with Program Managers and across Government Directorates.
  • Provides hands-on program management and integration support.
  • Assess and identify duplicative, inefficient, and disconnected processes or requirements, produce timely reporting, and when directed, timely engagement, to the supported sponsor.
  • Facilitates Requirements Prioritization Investment Board to include managing the requirements process from submission through adjudication.
  • Maintains the Government's Enterprise baseline and forecast Integrated Master Schedule (IMS) utilizing MS Project (2013 or later).
  • Supports the Government with cost, schedule and performance analysis, identifying root causes to variances, creating and presenting cost, schedule and performance metrics.
  • Intake, develop, document, and coordinate internally and externally, organizational challenges presented to, or identified by, the Contractor.
  • The candidate will provide industry best practices as it relates to program management tools, process, and PMO structure.
