Summary

Duties

  • You will develop and implement overall program requirements based on new or revised legislation.
  • You will analyze and evaluate effectiveness of program requirements throughout the lifecycle.
  • You will conduct thorough analyses to ensure compliance with statutory, regulatory, and policy requirements.
  • You will be responsible for developing and maintaining acquisition documentation, coordinating with various stakeholders, and providing expert advice on acquisition strategies to optimize program outcomes.
  • You will direct and evaluate complex studies and develop new methods and procedures to measure program results, and effectiveness.
  • You will recommend course of action to senior stakeholders.
  • You will utilize your critical thinking and problem-solving abilities to identify and mitigate risks, resolve issues, and implement process improvements.
  • You will present findings, recommendations, and status updates to senior leadership and other key stakeholders.
  • You will attend high level meetings as a senior authoritative representative of programs.
  • You will provide a wide range of substantive oral and written presentations and reports to internal and external stakeholders.
  • You will build strong partnerships with internal and external stakeholders will be crucial to facilitate smooth program execution and to drive continuous improvement in acquisition processes.
  • You will foster a collaborative environment will contribute to the overall success of the submarine acquisition program.

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning and executing complex repairs on all classes of in-service submarines.

This announcement uses the Acquisition Demo Business and Technical Management direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at the GS-15, step 05, which is equivalent to $175,049. If your current salary is above this amount, your salary may be matched.

A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary.

This position is covered by the Department of Defense Priority Placement Program.

Several vacancies may be filled.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
