This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Program Analyst at the NH-0343-3 broadband level, some of your typical work assignments may include:
- Manage the complete lifecycle of interagency agreements, ensuring all parties adhere to negotiated terms and that support activities are executed efficiently and effectively.
- Provide rigorous post-award contract oversight, serving as the Contracting Officer's Representative (COR) or technical expert for the program.
- Lead the development and submission of acquisition strategy documents and procurement requests to contracting authorities.
- Meticulously manage, review, and approve/reject all contract data and deliverables (CDRLs), ensuring contractor compliance with all technical requirements, terms, and conditions of the contract.

- This is an acquisition position coded Foundational in Engineering and Technical Management. Incumbent must obtain mandatory Back to Basics (B2B) certification within 36 months of entry into position per the SD812.
- Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 24 months.
- Employee must obtain/maintain a Non-Critical Sensitive (Secret) Security Clearance.
QualificationsYou may qualify at the NH -03 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11/NH-02 grade level in the Federal service as listed below and must meet 2 of 3 specialized experience listed below to be qualified:
- Advising senior leadership on program cost, schedule, and performance across complex weapon or defense systems (such as the BMDS).
- Collaborating with other government agencies (OGAs) to coordinate, negotiate and execute interagency support agreements.
- Translating program needs into contract requirements packages and providing contract oversight, including managing contract data and deliverables to ensure compliance with contract terms and conditions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
EducationSubstitution of education may not be used in lieu of specialized experience for this grade level.
